Jedd Walker opened the meeting. The Design Review Committee is composed of a P&Z Commissioner (Jedd Walker), a City Council member (Brad Wolfe) or the Mayor, and a professional from the community (Brent McFarland). Several other individuals serve on the committee as necessary. The Committee may meet if there is a development issue that is non-conforming or differs from the Design Standards requirements that are stated in the City of Rexburg Development Code Ordinance No. 1115. The purpose of the Design Review Committee meeting is often to reach an amicable compromise for the applicant and the community. Building drawings for Motel 6 were viewed. The subject property is located at approximately 1300 South 12th West and is zoned Community Business Center. It was clarified that this meeting is just a preliminary meeting where input would be given by the Committee members. The Design Review Committee would need to see what plans will actually be submitted to the Building Department in order to make a decision. Today’s drawings are preliminary. Brad Wolfe clarified that the plans need to be specific. David Bigelow said the plans will need to go back to the Motel 6 Corporation for final approval One reason for today’s meeting was the long wall length which would need to be broken up every 60 feet in order to meet the design standards requirements, as per City of Rexburg Development Code Ordinance No. 1115, Section 4.13 (Commercial Design Standards). Jeremiah Bigelow stated there will be 58 rooms. The building will be 2-stories. They have moved the entranceway, flipped the building from what was presented, and the building has been pushed back as was requested. There will be a pitched roof, a light tower, and brick to add to visual appeal. David Bigelow said that every single room would be defined by a pillar of brick, so the length of wall will have these variations. Green space was discussed. It was suggested to soften the edges of the development with trees/bushes. Buffer the property from the view of the street, and buffer the parking. It was decided that the applicants will submit by email to staff the site plan, building elevations that include the pitch line of the roof and brick on the building, and landscaping plans. These documents will be distributed to the Committee members for review. The Committee members and staff thanked the applicants.
