HomeMy WebLinkAbout08.08.16 DESIGN REVIEW MINUTES - Campus Courtyard1 Design Review Committee Meeting Campus Courtyard – 273 South 5th West August 8, 2016 – 12:00 pm Attendees Design Review Committee: Jedd Walker, Brad Wolfe, Johnny Watson Applicant: Jared Sommer City staff: Elaine McFerrin The Design Review Committee is composed of a P&Z Commissioner (Jedd Walker), a City Council member (Brad Wolfe) or the Mayor, and a professional from the community (Johnny Watson). Several other individuals serve on the committee as necessary. The Committee may meet if there is a development issue that is non-conforming or differs from the Design Standards requirements that are stated in the City of Rexburg Development Code Ordinance No. 1115. The purpose of the Design Review Committee meeting is often to reach an amicable compromise for the applicant and the community. The reason for today’s meeting is to address the stated P&Z Commission and City Council conditions to make sure the project will meet City requirements. From the June 18, 2015 P&Z meeting (4 conditions) and the August 5, 2015 City Council meeting (added a 5th condition), the conditions on the rezone of the property for this development were as follows: Conditions: 1. The existing green (Barrick) building on South 5th West on the subject property shall be beautified and resurfaced as stated tonight by the applicant. 2. Buildings shall be a maximum of 30 feet in height. 3. An architectural design review meeting shall be held to address having a significant landscape buffer, especially along South 5th West. 4. A P&Z Commissioner who was present at this meeting tonight shall be a participant in this design review meeting to address this buffer. 5. Provide uniform landscaping over the entire project (old and new); landscaping to be continued into the existing apartment complex. It was clarified that Condition #2 regarding building height is met. Condition #4 is met by the presence of P&Z Commission Chairman Jedd Walker at this meeting. Conditions # 3 and #5regarding a significant landscape buffer uniform landscaping will be addressed, followed by addressing Condition #1 – plans for the existing green (Barrick)building’s beautification. A YouTube video of proposed landscaping for the project was viewed. The back area will have gravel. There would be varied nice landscaping to help conceal the parking lot from the neighboring properties and the street. Jared Sommer said they would rather do the proposed landscaping than have a berm. Johnny Watson clarified that screening the parking is what they are trying to achieve. A variety of plants is visually more pleasing than a grass berm. Brad Wolfe said there was a lot of discussion about a berm at the rezone meetings. That is why the words “significant landscape buffer ” were used in the 3rd stated condition. 2 A berm could be a solution but there are other ways to address the issue. Jedd Walker said everywhere that a berm would have room to be, would not hide the parking. A copy of the proposed landscape plan was viewed. There was discussion regarding adding a variety of trees and bushes and taller evergreens. There would be varied landscaping in front of the existing green building. Jared Sommer stated they want to maintain the historical nature of the building but also want it to tie in with the new project. It would be used for storage. The building will be sandblasted of its paint, and brown acid stain would then be used on the cinderblock. He brought brown shingles to show the Committee the planned color for a new roof for this building; the dome may be of metal. The Design Review Committee concluded, and Jared Sommer was in agreement, that for Campus Courtyard: 1. There shall be more established plants (5 gallon). 2. Trees shall be 2-inch caliper (already indicated on landscape plan). 3. Increase evergreens around the 2 entrances. 4. Add trees to the boulevard strip in front of the development on South 5th West, to be approved by City staff regarding type of trees and the distance to be between them. 5. The existing green building (Barrick) shall be improved as suggested by the applicant - with a new roof, acid brown stain, and improvement and restoration to windows with new trim/seals and darkened/frosted glass windows for the front of the building (see attached Sommer proposed restoration of the cinderblock building document). The Design Review Committee concluded that per this meeting, applicant Jared Sommer may move forward and obtain a building permit. The Committee thanked Jared Sommer for his willingness to work with them for the betterment of the community and the city.
