The city has a stub on the MH on the NE corner of 12th and Main that extends at 45 degrees to the NE.  We can use that stub an put a new MH outside of the concrete footing for the traffic signal and the thrust blocks for the water line. Turn the sewer about 90 degrees, which is a NW angle, back toward 12th and locate an alignment.  The alignment is likely 10’ west of the water line, which should be about 5’ from the gas line, unless the phantom storm drain shown on the ITD drawings running north on the east side of 12th West exists, whereupon the only alignment is in place of the force main which is on private property and will utilize the utility easement. Put a stub to the west on the first two manholes in the alignment for future connection of property on the west side of 12th West, i.e. Mother Hibbards.  They will need to bore under 12th and connect. The force main will discharge into the MH located at the temporary access into the development.  The preferred configuration is a outside drop manhole per Jeremy Coles. Main Street should be designed with two lanes for the entire distance of the frontage of Mitch’s property.  At 12th West the outside lane is the right-hand turn lane – the same as it is now.  The taper at 12th West will be eliminated in lieu of a second through lane that extends to the east edge of the Rexburg West development. The island configuration is what was in mind during preliminary discussions. The island at Pahsimeroi will need to move north beyond the bounds of the new through lane. East of Pahsimeroi, there will be a third lane for the length of the Rexburg West property; it will be a right-hand turn lane.  May need to use the ITD ROW for the taper and it is understood that this will likely not meet the standards in statute for a deceleration lane. West of Pahsimeroi, there will be a third lane, and acceleration lane for right-hand out of the development, that will merge into the outside through lane (which is also the right-hand turn lane for 12th West).  As such, the acceleration lane will merge into a right-hand turn lane. To accommodate the above, the curb & gutter will likely have a taper defining the right-hand turns at Pahsimeroi. The curb inlet on the NW corner of Main Street will tie into the storm drain on Main Street. Sawcut for construction as far outside of fog line as practical. Traffic Control Plan No comment except that lane closures may be necessary for a period of time.  Most work should be able to be completed on the shoulder with only the right-turn lane closed temporarily. Signing Plan No stop sign at 12th West for westbound – there is an existing signal No stop sign necessary for existing Pahsimeroi, rather put a warning sign for the bike path and then put a stop sign for bike traffic on the bike path. Storm drain in 12th West Little is known about the storm drain shown on the east side of 12th West.  We do know that the storm drain on the north side of Main Street continues west  past 12th West then turn north past Mother Hibbard’s and northwest to discharge into the river. Encroachment Permit Prepare and submit the Encroachment Permit now and pay the fee.  Assuming the lane configuration for Main Street is as represented above (perhaps with minor tweaks), they can turn the permit around in a few days. City Comments Joel has completed his review and as soon as he can get the comments into the system we should see them.
