In the triangle below, they want to do a body shop. (This is where they are currently parking the rental cars.) Since the proposal fits with the Comprehensive Plan, this location would allow the apartments. Light Industrial does not identify auto body as a use in Light Industrial. Christensen Auto Body is in Light Industrial. Poor Boy Auto is in the Lerwill’s building right now adjacent to this property. Scott feels the apartments will be difficult to fill, because of the adjacent uses. You would have a better chance if you try and rezone the whole block. Housing in the middle of an industrial and commercial area is not advisable. On the triangle piece, the landscaping required for its current use is actually in the right of way. Putting a building on this piece may require landscaping to be placed back on the parcel. Setbacks for Light Industrial are 10’ for the front yard, and 20’ each for side and rear yards. Pull the deed on the 150 N 2nd W property to determine if easement is official. CONCLUSIONS:  Apartments at 150 N 2nd W would require a zone change to Mixed Use. Even though the Comprehensive Plan is Neighborhood Commercial/Mixed Use, this would put a Mixed Use island surrounded by Light Industrial and Commercial zones.  The parking lot for Enterprise would no longer be used, where would these cars be placed for the Enterprise business?  Placing a building on the property at 112 N 2nd W would require the building to meet the zoning standards for Light Industrial and potentially the required landscaping would be needed within the lot.  Pull the deed on the 150 N 2nd W to determine if the easement mentioned by Jeff Lerwill is an official easement.
