2017 Summerfield Lane — Plat Division 6
1. August 30, 2018, a preliminary plat process was started (18-00482). The PUD Master plan is
being treated as the preliminary plat, but the drawings submitted needed to address
preliminary plat review requirements. The preliminary review process and approval was
administrative.
2. October 2, 2018, Application was received for a Final Plat for Summerfield Subdivision
Division 6.
3. November 2, 2018, application fees were paid.
4. November 14, 2018, the Staff Review Summary was sent to Dan Larson with Kartchner
Homes and Ball Ventures.
5. November 30, 2018, Version (2) of the Division 6 final plat was submitted.
6. December 11, 2018, Staff Review Summary (2) was sent to Dan Larson with Kartchner
Homes.
December 12, 2018, Version (3) of the Division 6 final plat was submitted.
8. December 13, 2018, Staff Review Summary (3) was sent to Dan Larson with Kartchner
Homes.
9. December 17, 2018, Version (4) of the Division 6 final plat was submitted.
10. January 3, 2019, Staff Review Summary (4) was sent to Dan Larson with Kartchner Homes.
Version (4) was sent to Aaron Swenson, the County Surveyor. A copy of this plat was also
sent to Rocky Mountain Power.
11. January 15, 2018, Anthony Perkins with Rocky Mountain Power requested a 15 feet utility
easement instead of the shown 10 feet easement. The review note was conveyed to the
County Surveyor to include on his review notes.
12. January 28, 2019, Revision (4) County Surveyor redlined comments were sent to Dan with
Kartchner Homes and Ball Ventures.
13. February 4, 2019, Tawnya talked to Bryan with Alliance Engineering on the phone. Bryan
requested the County Surveyor's contact information to discuss the redlined comments.
Tawnya shared this information and conveyed the urgency with the required changes due to

the upcoming City Council meeting. Bryan said he would get her the amended plans today.
The City Council meeting is scheduled for February 6`", 2019.

Final Plat Summerfield Division 6 Approval #18-00548 — Dan Larson & Stephen Zollinger
City Attorney Zollinger explained the preliminary plat was approved and the developer is not
deviating from that plat. There were minor changes to some of the lot alignments; however, there
are no increases to any of the lots. The park is shown in this final plat phase. The construction of
the club house will be required as a condition of this plat. The city has received copies of letters
from Kartchner Homes to the Home Owner Association that the anticipated construction of the
club house will begin and is expected to be completed during this construction season.
Council Member Flora asked about the location of the club house in the development. The
location was viewed on a map on the overhead screen.
Council Member Flora asked about the location of the park. Planning and Zoning Administrative
Assistant Tawnya Grover identified the location of the park on the map that was viewed.
Council Member Busby moved to approve the Summerfield Division 6 Final Plat; Council
Member Flora seconded the motion; Mayor Merrill asked for a vote:

A. Summerfield Final Plat Phase 6 Approval #18-00548 — Alan Parkinson/ Dan Larson
City Planner Parkinson explained there were delays with the original Summerfield Final Plat Phase 6 due
to irrigation issues. The developer has since worked out the irrigation issues by moving the irrigation
ditch. The Planning and Zoning Commission is recommending approval of the Summerfield Final Plat
Phase 6.
Council Member Flora said she had difficulties identifying where the park and club house are located on
the plat map. City Planner Parkinson pointed to the park and club house on the plat map. The
construction on the club house will not begin unit spring.
Council Member Flora asked if there is a plan for a park in the subdivision. Mr. Larson replied there is
going to be mote than one park going to the subdivision. There was a ratio of open space, amenities and
other items given for different lot sizes and densities. He said enough of these amenities are required
before anything is started. There are some of those amenities already in place. There is open space and
green space for the entire subdivision. There is a section fenced off to create a dog park for the
subdivision. The required ration of open space and green space has been maintained as the development is
built. He explained the work being completed in phase 6 of the development. The club house, the
swimming pool, playground, volleyball courts and pavilion will be built during phase 6.

Discussion regarding the storm water retention areas in the development. Mr. Larson pointed out phase
and phase 8 on the map.
Council Member Busby moved to approve the Summerfield Final Plat Phase 6; Council Member Wolfe
seconded the motion; Council President Smith asked for a vote:
