APPLICABLE CRITERIA: Idaho State Code § 67-6509 Final Plat
AUTHORITY: § 11.02.030. (E) “The Commission may recommend that the
amendment be granted as requested, that it be modified, or that
it be denied”
I. BACKGROUND
A Preliminary Plat was approved. The applicant is submitting the Final Plat. The applicant recently
purchased the property as bare ground. The property is along the inside of the City’s western
border. The applicant has been working with ITD and City Staff to determine road systems.
II. ANALYSIS
The following are the criteria for granting a Final Plat. Some of the criteria are followed by
staffs’ analysis. A Final Plat will:

a. Be a harmonious development of the area.
This is a developing commercial area, which matches the applicant’s request.
b. Coordinate streets and roads within the subdivision with other existing or planned streets
and roads.
The island off Hwy 33 will need to follow State requirements.
e. Have adequate open space for travel, light, air and recreation.
Street lighting will have to follow the Development Code.
f. Conserve provisions for adequate transportation, water drainage and sanitary facilities.
Water shares will need to be signed over to the city.
g. Avoid population congestion that would involve danger or injury to health, safety or
general welfare by reason of
1. Lack of water supply drainage, transportation or other public services; or
Drainage will have to be handled on site.
2. Unnecessary imposition of an excessive expenditure of public funds for the supply of
such services.
An agreement will be signed by the applicant for the maintenance of interior roads.
h. Follow the manner and form of making and filing of any plat. Administration of these
regulations by defining the powers and duties of approval authorities; including
procedures for equitable review and approval of all plats or subdivisions covered by these
provisions.
Storm drainage will need to be handled on site.
II. STAFF RECOMMENDATION
Staff would recommend approval with the following conditions:
1. Island off Hwy 33 will follow State requirements.
2. Street lighting will be installed per the Development Code.
3. Utilities will meet the approval of the City Engineer.
4. Storm drainage will be handled on site.
5. An agreement will be signed by the applicant for the maintenance of interior
roads.
6. Utility easement needs to be increased to 15’ along roadways.
7. Approved by County Surveyor.
