Executive Overview - January 2020
The Madison County All-Hazard Mitigation Plan (HMP) was submitted to the Idaho Office of Emergency Management for review and approval pending adoption in October 2019. FEMA guidance
(Disaster Mitigation Act of 2000) requires that the HMP be updated every 5 years. The Madison County Emergency Management Office worked to get the Mitigation Plan from 2008 updated
in 2019 and back on the 5-year update schedule. The plan includes 2 participating jurisdictions, Rexburg and Sugar City. The combined efforts of the County, the two jurisdictions, public
review, and multiple other stakeholders produced an Idaho Office of Emergency Management and Federal Emergency Management Agency (FEMA) approved Hazard Mitigation Plan (HMP) in January
2020.
Adoption of the HMP makes participants eligible to apply for grants funds through the Pre-Disaster Mitigation Program and Hazard Mitigation Grant Program. FEMA requires that each participating
partner must adopt the plan by resolution.
The following represent key elements from the 2019 HMP update:
Both jurisdictions in Madison County participated in the 2019 Madison County Multi-Jurisdictional Hazard Mitigation Plan (HMP), and it is the goal of the County to continue having these
jurisdictions participate in future updates.
A total of 45 new mitigation projects were identified by Madison County and participating jurisdictions with 16 actions being identified by the County, 15 by Rexburg, and 14 by Sugar
City.
The hazard identification and risk assessment addressed 23 hazards considered to be of paramount importance within Madison County. On the following page, these hazards are listed in
rank of overall risk score to the County. It is important to note that the Disaster Mitigation Act of 2000 requires that all “natural hazards” be addressed in this plan. Madison County
opted to exceed these requires my including “human-caused” and “technological” hazards.

The HMP consists of 1 Chapter (Volume) and Appendix A-D:
Chapter 1 is the base plan that applies to all participants, providing context about Madison County and the hazards that exist here.
Appendix A provides all County and Jurisdictional Mitigation Actions with details. Appendix B provides documentation of meetings and public involvement. Appendix C is a link to the County
Wildfire Mitigation Plan. Appendix D details all references utilized to update the HMP.
