PROPERTY LOCATION: 814 N Yellowstone Hwy COMPREHENSIVE PLAN: Commercial PROPOSED COMPREHENSIVE PLAN DESIGNATION: Moderate to High Density Residential CURRENT ZONING: Community Business Center (CBC) SURROUNDING COMPREHENSIVE PLAN DESIGNATIONS: (North), (South) & (West) - Commercial (East) – Low to Moderate Density Residential SURROUNDING LAND USES: (North) – Paradise Nursery & Pond Center (East) – condominium 4-plexes (West) - commercial (South) – Leishman Electric & American Storage APPLICABLE CRITERIA: City of Rexburg Development Code (Ordinance No.1200) § 1.04.020 Comprehensive Plan Amendment AUTHORITY: § 1.03.080 (D) “The Commission may recommend that the amendment be granted as requested, that it be modified, or that it be denied.” I. BACKGROUND The applicant is requesting to change the Comprehensive Plan Map. The property currently has a single-family home on the parcel south of Ella Ln. The proposal is to provide housing for all stages of the life cycle including starter and senior housing. The Rexburg Development Code allows for the Commission to make recommendations to the City Council regarding whether or not the property should or should not be changed on the Comprehensive Plan Map based on the criteria found in section §1.04.020. SITE DESCRIPTION The parcels being changed are east of N Yellowstone Hwy. The parcel is split by Ella Ln. The total area involved in this Comprehensive Plan Map change request is approximately 2.682 acres. III. ANALYSIS If approved the request will result in changing the Comprehensive Plan Map from Commercial to Moderate to High Density Residential. The request would require the Commission and City Council to review the proposal and approve or deny this application. IV. STAFF RECOMMENDATION Staff recommends that this Comprehensive Plan Map change be considered. The Planning and Zoning Commission should take testimony in public hearing to determine if the request is in the best interest of the neighborhood and the community. Possible conditions: • All storm drainage will have to be handled on site. • Sewer capacity is limited at this site; however, the City o f Rexburg is working with Sugar City to increase this capacity.
