§ 1.04.020 Zoning Map Revisions
AUTHORITY: §1.04.020 (D) “The Commission may recommend that the amendment be
granted as requested, that it be modified, or that it be denied.”
I. BACKGROUND
The applicant is requesting to change the Comprehensive Plan Map. The property currently has a
single-family home on the parcel south of Ella Ln. The proposal is to provide housing for all stages of
the life cycle including starter and senior housing.
The Rexburg Development Code allows for the Commission to make recommendations to the City
Council regarding whether or not the property should or should not be rezoned based on the criteria
found in section §1.04.020.

II. SITE DESCRIPTION
The parcels being changed are east of N Yellowstone Hwy. The parcel is split by Ella Ln. The total
area involved in this Comprehensive Plan Map change request is approximately 2.682 acres. The
zoning of MDR1 will allow the applicant to build 4-story building with a total of 42 units, limited by
the parking required for multi-family housing.
III. ANALYSIS
If approved the request will result in changing the zone from Community Business Center (CBC) to
Medium Density Residential 1 (MDR1). The request would require the Commission and City Council to
review the proposal against one set of criteria, for the request to rezone. Below, staff has provided all the
criteria listed by Ordinance No. 1200 (Development Code) that are required to be addressed, followed by
staff’s analysis of each criterion.
Criteria Rezone Requests (§1.04.020):
a. Be in conformance with the City’s Comprehensive Plan.
This property is listed as commercial on the Comprehensive Plan. A change to the
Comprehensive Plan will need to take place before rezoning can take place. Applicant has
applied for a Comprehensive Plan change.
b. The capacity of existing public streets, water and sewer facilities, storm drainage facilities, solid
waste collection and disposal, and other utilities.
All storm drainage will have to be handled on site. Depending on the size of future development, a
Traffic Impact Study may be needed. Sewer capacity is limited at this point. The City of Rexburg
is working with Sugar City to improve this capacity.
c. The capacity of existing public services, including but not limited to, public safety services,
public emergency services, schools, and parks and recreational services.

d. The potential for nuisances or health and safety hazards that may adversely affect adjoining
properties.
None.
e. Recent changes in land use on adjoining properties or in the neighborhood of the map revision.
Multiple housing projects similar to the projects allowed in the MDR1 zone are in various phases
of development in this area.
f. Meets the requirements of the Development Code.
A Comprehensive Plan map change is being pursued to match the zoning request.
IV. STAFF RECOMMENDATION
Staff requests that Planning and Zoning recommend to City Council to change the above described
property from Community Business Center (CBC) to Medium Density Residential 1 (MDR1) if the
Commission finds that the request is in the best interest of the neighborhood and the community.
