OBJECTION TO THE L.I.D ASSESSMENT CITY OF REXBURG FOR LA NAE JACKSON _____________________________________________________________________________________ I, Rozan Goulding Power of Attorney for La Nae Jackson, am writing an appeal to object to the L.I.D nd assessment to the property address 247 E. 2 N., Rexburg, ID 83440, Item #33 in the amount of your final assessment of $4,311.44. 1 Per Noah Phethean’s telephone conversation with me on 1.13.2020, I have permission to email my objection before 4:00 p.m. on 01.14.2020 to his attention. La Nae Jackson has a life estate for the above property which means she is responsible for the property and its expenses. La Nae’s health is poor and she has had a life changing fall, leaving her in a wheelchair and has been living at Homestead Assisted Living for the past three years. She is eighty years old and is on Medicaid as well as on the Circuit Breaker system to lower her expenses. It seems that the L.I.D Project would have a viable avenue for the elderly who are on assistance as well. She has no financial ability to pay this assessment. The LID improvements are not a personal choice, however, they are being forced on her. She cannot afford the improvements on her property and now is faced with the consequence of a lien or loan. Neither should be legal or constitutional. The only loan she could qualify for is through the city with interest. She can’t afford a loan payment and the interest should be waived as it is revenue for the lender. The city needs to have a plan in place to waive the elderly of the city’s burdens. This should not become her responsibility at a stage in life where she is struggling financially, mentally and physically. Please reconsider this assessment and others in her situation. Upon completion of the project there were items left unfinished: Two sections of curbing showed cracks within a week of installation and were to be replaced per Brett. Sod needs replaced on either side of the sidewalk and returned to its previous condition before the construction took place.
