This is David Decker. I am the new Building inspector. I don't have a ton of experience on this but I will
give you my best reasoning on the matter. Please understand that this was set before I came to work
here but the way it works is that the ICC Building Valuation Data was adopted in 2008 which is the IBC
Code 2008. Once this is adopted we can't change it. Now for the appraisal or cost of build we don't
regulate that because of the variations of building costs. One building can be built with lesser quality of
material and one not based on how it to be built. So because of the variation of costs they stay with one
number. I am sorry but currently this is the valuation chart that we follow. Will it change? At this point
there is nothing in the works. I hope this helps.

I visited with you in your office recently. Thanks for your time in helping me understand the zoning regulations
for our new storage facility in the Victor Mendoza commercial development.
I also visited with Shauna Eaton to apply for a building permit, and I was curious why the permit price was
based on a valuation that was significantly higher than the market value of the project? Shauna explained that
valuation rates were just adjusted so that there was a constant rate psf to make it fair for all. That sounds
wonderful, but I am still curious about the valuation being so high. For example, in our case, a building permit
based on the valuation of $70 psf for storage units is significantly higher than the current appraised value of the
finished facility ($47 psf according to the Valbridge appraisal listed below) and the property tax assessment (tax
assessment will be based on a market value of the finished project estimated to be $23 psf, with the current
market value of the land added to that).
Do you know or could you point me in the right direction to find out? I really am just curious and surprised. I
was not expecting permit fees of this size. Are these new valuation rates set or are they still being refined? Are
they typical or are there significant costs they help cover in this particular county?
