Introduction of New Employees: New positions were added in Fiscal Year 2020
James Mason – Parks and Golf Mechanic
Rye Hyer – Water Department
Mayor Merrill asked Rye Hyer to introduce himself. Mr. Hyer said he recently started a position with the City’s Water Department. He is from Homedale, Idaho and has lived in Rexburg
for the last couple years attending college. He is excited to work with and service the Rexburg community.
Mayor Merrill asked James Mason to introduce himself. Mr. Mason said he was recently hired to be the mechanic for the City’s Parks Department and Teton Lakes Golf Course. He moved to
Rexburg from Idaho Falls. His wife grew up in Rexburg and they have enjoyed visiting this area. He and his wife have three young boys. Mayor Merrill asked about Mr. Mason’s previous
employment. Mr. Mason replied he worked for the City of Idaho Falls as their vehicle maintenance employee.
Staff Reports:
Community Development: - Bret Stoddard
Building Official Stoddard reviewed the Building Valuation Report for November. Council Member Busby asked if the numbers of permits issued in November are typical for this time of year.
Building Official Stoddard said yes as soon as there is snow on the ground the number of permits issued slow down. The Building Department keeps busy during these months with entering
the older building permits into the City Works Software. They also work on pending permits that have not been finalized.
Building Official Stoddard reported the Building Department is also in the process of scanning every permit on record so that they are available digitally. There are several staff members
in Utah for training in the City Works Software. The process of scanning and digitally storing the permits
will help with efficiently providing the information requested by contractors and developers. The Building Department’s Inspectors are still assisting the county with their inspections.

Public Works: - Keith Davidson
Traffic and Safety Committee Recommendation – Crosswalks on 1st West 3rd South BYUI Campus. Traffic flow and pedestrian safety concerns
Public Works Director Davidson reported on the Traffic and Safety Committee’s recommendation to remove the one crosswalk at the intersection of 1st West and 3rd South. The removal of
the crosswalk will assist in alleviating vehicle traffic back-up occurring due to the one crosswalk. A study was performed to determine which crosswalk had the most pedestrian traffic.
The crosswalk on the north had double the pedestrian traffic than the crosswalk on the south side.

Council Member Busby asked if the crosswalk on the north side have flashing traffic lights. Public Work Director Davidson replied no; however, there is a stop sign.
Council Member Busby moved to approve the Traffic and Safety Committee’s recommendation to close the crosswalks on 1st West 3rd South near the BYUI Campus to improve traffic flow and
pedestrian safety; Council President Smith seconded the motion; Mayor Merrill asked for a vote:

Council Member Mann asked if the crosswalk being closed is Americans with Disabilities Act (ADA) compliant. Public Works Director Davidson said yes both side of the crosswalk have the
ADA ramp. Council Member Mann said without removing the ADA ramps pedestrians may believe it is still a crosswalk. Public Works Director Davidson said different option will be reviewed
to determine a solution to deter pedestrian from crossing the road at that location.
2. Wastewater Treatment Facilities Planning Study – Contract with Forsgren Associates
Public Works Director Davidson reviewed the Wastewater Treatment Facilities Planning Study contract. The city negotiated with Forsgren Associates for the contract in the amount of $159,960
to complete the study. He said his recommendation to City Council is to enter into contract with Forsgren Associates.
Council Member Flora asked when the city last performed a Wastewater Treatment Facilities Planning Study. Public Works Director Davidson replied the city has not conducted a study for
the last ten years.
Public Works Director Davidson reviewed the scope of work the study will include. One of the tasks the study will determine is areas needing adjustment to increase the capacity of the
plant.
Council President Smith mentioned the city received seven bids for the Wastewater Treatment Facilities Planning Study contract. Forsgren Associates stood out from the other companies
bidding by being more knowledgeable with regards to the city’s wastewater plant.
Council Member Busby mentioned an interesting fact about the wastewater plant is the amount of waste that actually goes through the system. Public Works Director Davidson said three
million gallons of water per day is processed through the wastewater system.

Public Works Director Davidson reported BL Beck Inc. is the contactor work on the north well house #8. They have completed the block walls and are currently working on the roof. They
are also working on the well house by the Burton Elementary School. The footings for the walls are installed for that well house. Council Member Busby asked when the well will be filled
with water. Public Works Director Davidson replied the water well will be filled with water in the spring.
Mayor’s Report:
Mayor Merrill reported he attended the Rizecon Conference in Blackfoot Idaho. One of the speakers was Scott Schwab who was a former Rexburg resident. Mr. Schwab talked about the business
opportunities he has had. Erin Marcum was also a speaker at the conference. Mr. Marcum’s business is located in Rexburg. Mayor Merrill said it’s good to see Rexburg businesses be successful.
He highly encourages entrepreneurship in Rexburg.
Mayor Merrill reported he attend the National League of Cities Conference in San Antonio, Texas. He said the conference was informative and he made contact with mayors from around the
country. The mayor from Gladstone, Missouri said they had built a community center with an indoor pool and water park. The mayor from Gladstone said the community center may be the
only one in the country that operates in the black financial.
Mayor Merrill reported he attended the Women’s Choir Concert at the Tabernacle. The concert was really good. There use to be only one harpist in the Women’s Choir now there are four
harpists. They performed a quartet at the concert.
Mayor Merrill invited everyone to attend the Rexburg Tree Lighting Event on Friday, December 6th on Center Street. There will be choirs singing songs, Santa Clause will show up at five
o’clock and they will light the Christmas tree. The event starts at 4:00 p.m. and ends at 6:00 p.m.

Rezone Approximately Certain Parcels in Sky Meadows Subdivision St, Rexburg, Idaho to Low Density Residential 2 (LDR2)
AN ORDINANCE AMENDING AND CHANGING THE ZONING MAP OF THE CITY OF REXBURG, IDAHO, AND PROVIDING THAT THE ZONED DESIGNATION OF THAT
CERTAIN PROPERTY HEREINAFTER DESCRIBED, SITUATED IN REXBURG, MADISON COUNTY, IDAHO, BE CHANGED AS HEREINAFTER DESIGNATED; AND PROVIDING WHEN THIS ORDINANCE SHALL BECOME EFFECTIVE.
BE IT ORDAINED BY the City of Rexburg, Idaho:
SECTION I: That the zoning map of the City of Rexburg, Idaho, which is filed with the city clerk thereof, be, and the same is hereby amended and changed to provide that the hereinafter
described property situated in the City of Rexburg, Madison County, State of Idaho, regarding (#19 00557) to rezone certain parcels in the Sky Meadows Subdivision from Low Density Residential
1 (LDR1) to Low Density Residential 2 (LDR2) zone in the City of Rexburg, Madison County, Idaho.

Third Reading: Those items which have been second read:
Mayor’s Business:
Mayor Merrill asked the City Council Members if one of them would be able to attend the Eastern Idaho Community Action Partnership (EICAP) Board meeting on Tuesday of next week. Council
Member Wolfe said he would attend the meeting for the mayor.
Council Member Busby asked about the December 15th on street parking restriction during the winter months. He asked if City Council should reconsider changing the dates of the on street
parking restriction. City Attorney Zollinger explained the restriction date falls in line with the end of the BYU- Idaho University semester.
Council Member Mann said BYU-Idaho has changed the number of day in their semester and it would be difficult to notify the outgoing and incoming students if the date was changed to December
1st.
Discussion regarding the fire pits on Center Street not working correctly. Public Works Director Davidson said the ignitor keeps going out. The City Engineering Department is working
with a company in Idaho Falls to correct the issue with the ignitor.
Mayor Merrill said the December 18th City Council meeting will be held at 7:00 a.m.
Consent Calendar: The consent calendar includes items which require formal City Council
action, however they are typically routine or not of great controversy. Individual Council members may ask that any specific item be removed from the consent calendar for discussion
in greater detail. Explanatory information is included in the City Council’s agenda packet regarding these items.
