November 7, 2019 Project: Grand Peaks Renovation Application Number: 19-00599 Re: City of Rexburg Review Comments The following is our response to the City of Rexburg Review Comments for the above-mentioned project: Planning and Zoning Review Show existing and proposed easements: An easement is required for parking lot exiting through adjacent property to the west. An easement is required for exist discharge on the north side. Response: Will Comply. The Owner is having both easements prepared by there Attorney and will provide them as soon as they are finalized. Parking Space Sizes: The rectangular 9x20 ft parking space cannot protrude into required parking aisle width. Response: Will comply. See the attached revised AS1.1 Overall Site Plan. Parking Aisle Widths: 15 ft aisle meets the requirement for 45 degree angled parking, but the corner of the 9x20 ft parking space protrudes into aisle as drawn. Response: Will comply. See the attached revised AS1.1 Overall Site Plan. Snow Storage: Identify snow storage area which is to be equal to at least 10% of parking area. Response: Will comply. See the attached revised AS1.1 Overall Site Plan. Building Review Building Height and Area Meets The Requirements of IBC Section 500: Identify allowed area increases beyond the allowed 9,000 sf. (V-B construction, B occupancy, non-sprinklered) Identify Fire walls and rating if applicable. Response: 1. The following area increase for V-B construction, B occupancy, non-sprinklered assumes that portions of the building will be considered frontage per the two new recorded easements mentioned above. a. Proposed Building Area = 12,167 sq. ft. b. If = [312’-3”/512’-8” – 0.25] 1 or If = 0.36 c. Aq = [9000 + (9000 x 0.36)] 1 or Aq = 12,240 sq. ft.
2. If our proposed solution for V-B construction with increased frontage for easements is not accepted, we would propose to change the type of construction to III -B. This will allow a building area of 19,000 sq. ft. for
an III -B construction, B occupancy, non-sprinklered building. The existing exterior bearing walls are masonry and appear to meet UL Design No. U905. 3. If our proposed solution for III-B construction is not accepted, we would propose making the existing wall on Grid 3 a two hour fire wall per UL Design No. U905 and adding two 90 min fire doors at the two connecting corridors swinging to the west. The wall(s) on grid 3 are 8” masonry walls independent structurally from one another. The west wall only extends 4” above the adjacent roof but there is no openings within 4’ on either side and the roofs are Class B rated. Exterior Wall Openings Meet The Requirements of IBC Section 705.8: No openings are allowed with less than 3 feet from property line - West wall cannot have any openings as shown. A restrictive lot agreement tying the three lots together has been submitted to Tawnya Grover. This will allow the vestibule and windows on the south adjacent to parking and connection between the two buildings. Response: Will comply. See attached revised D1.1 Demolition Floor Plan, A1.1 Overall Floor Plan & A3.1 Exterior Elevations. Parapets Meet The Requirements of IBC Section 705.11: Pending revisions regarding any fire walls (check requirements of this section where it applies) Response: Not required per response on Option 1 Area Increase above or Option 2 Type III-B construction above. If Option 3 is required, we will comply. Fire Walls Meet The Requirements of IBC Section 706: Pending revisions identifying allowed building area and separation to adjacent building as required. Response: Not required per response on Option 1 Area Increase above or Option 2 Type III-B construction above. If Option 3 is required, we will comply. Occupant Load is Identified on Plans as Per IBC Section 1004: Identify Occupant load. Response: Will Comply. See attached CR1.1 Code Review Floor Plan. Special Inspection Contractor is Identified (IBC 1704.2.1): Who will be performing the required special inspections? Response: Will comply. At this point the Owner has not selected a Special Inspections and Testing Company, but will. Special inspections will be provided per Sheet S1.1 – Special Inspection Items.

RENOVATION, PARTIAL EXTERIOR RENOVATION AND RE-ROOF OF THE ADJACENT BUILDING. THE EXISTING MEDICAL AND DENTAL CLINIC
RENOVATION WILL INCLUDE, ON THE MEDICAL SIDE, RENOVATING TWO OF THE EXISTING OFFICES INTO EXAM ROOMS THAT WOULD INCLUDE
CASEWORK WITH SINKS, RENOVATE THE LAB STORAGE AREA, PROVIDE STORAGE IN THE OLD BREAKROOM AREA AND A CONNECTING
HALLWAY TO THE ADJACENT BUILDING. THE RENOVATION ON THE DENTAL SIDE WILL INCLUDE CONVERTING THREE OF THE EXISTING OFFICES
INTO OPERATORY ROOMS THAT WILL REQUIRE CABINETS WITH SINKS, RELOCATING THE MECHANICAL ROOM TO THE GARAGE, PROVIDE
STORAGE IN THE OLD BREAKROOM AREA AND A CONNECTING HALLWAY TO THE ADJACENT BUILDING. THE RENOVATION WILL ALSO INCLUDE
EXTERIOR IMPROVEMENTS TO THE SOUTH AND NORTH SIDE OF THE BUILDING TO MATCH THE EXISTING EAST ELEVATION.
THE ADJACENT BUILDING WILL INCLUDE A COMPLETE INTERIOR RENOVATION WITH A NEW MENTAL HEALTH SUITE, RESTROOMS, MEDICAL
PROVIDER OFFICES, DENTAL PROVIDER OFFICES, STAFF BREAKROOM, CONFERENCE/MEETING ROOM. THE RENOVATION WILL ALSO INCLUDE
EXTERIOR IMPROVEMENTS TO MATCH THE EXISTING BUILDING WITH A NEW, INVITING ENTRANCE FACING SOUTH AND A COMPLETE ROOF
REPLACEMENT THAT WILL INCLUDE TUBE SKYLIGHTS.
