MANUFACTURED HOME BUILDING PERMIT CHECK LIST Flood Plain - Check the location of the property on the flood plain map. A elevation certificate is required in the flood plain. You must have your land surveyed to determine that elevation. FEMA requires that to build in the flood plain you must first meet with the County Commissioners prior to the issuance of a building permit. You must submit the following with your building permit application: * Proof of ownership and legal description of the land you are going to place the manufactured home on. This must be the recorded document from the Recorder's office. * Septic System Permit from Eastern Idaho Public Health Department located at 314 N. 3rd E., Rexburg or call (208) 356-3239. * Plot plan showing well, septic, property lines, and driveways. Circular driveways are only allowed when there is a 250' separation between access points entering the roadway. If you wish to access a county road, you must first obtain that permit from the Madison County Road Department prior to the issuance of this permit. A copy of the road access permit must be handed in at the time of application for a building permit. * Call for an inspection 24 hours prior to the need. Building inspections will be between the hours of 8 a.m. to 5 p.m. Monday through Friday. Flood Plain Permit #: If you desire to build in a flood zone you must get a Flood Elevation Certificate from the Flood Plain Administrator, have your land surveyed to determine the flood elevation, submit the completed certificate, signed by the surveyor. A hearing will then be scheduled with the Madison County Board of Commissioners to get their approval and signatures on the certificate. Once that process it completed and you have the Board's approval, you will be given a building permit. Signature of owner/contractor Date Building Department Date Instructions For Buildiniz Permit Application Placing A Manufactured Home In Madison County Please Submit the following items to apply for a Building permit: 1. The attached application, completed, signed and dated. You must include the name of the Owner, Dealer -Broker, Building/concrete contractor, Plumbing contractor, Electrical contractor, Installer. 2. Two sets of plans specifically made for the home you are placing. The plans must show the following items: Proof that the manufactured home has been constructed to withstand the minimum snow - loads of 35 P.S.F. A footing and foundation wall detail showing: depth, width, height and placement of re - bar. Include with this: plans for stairs deck handrail ect. Must meet requirements of the Idaho Manufactured Home Installation Standards Crawlspace plans must show the following: A. Venting B. Location of crawlspace access C. Location of supports (if metal stands are used, they must be approved for manufactured homes.) You must describe type and show placement. D. Tie downs, type and location E. Finished dirt grade on foundation Basement plans must be specifically designed for your home and in addition to the footing and wall detail must show the following: A. Show design for supports and attachments. B. Window size and placement C. Show location of basement stairs D. Smoke detector in basement (which is required in the basement and each sleeping room therein and shall be wired with the upper level. To sound an alarm audible in all sleeping areas of the dwelling. Any site -built additions must also have a complete set of plans. At 356-3239 (fax # is 356-4496) Septic Permits costs vary, depending on the type of system you install. If you need to drill a well, you must notify the Idaho Department of Water Resources, Dennis Dunn, 900 North Skyline, Idaho Falls, Idaho (208) 525-7161 or have your well driller purchase your permit. Building permits: must be posted on the construction site when the project is started, and must remain on site until the final inspection and occupancy is granted. If, for any reason, you loose your permit or it is destroyed, the owner/contractor must get a replacement building permit from the Building Department. The address assigned by Madison County shall be posted in a visible location on the lot or property at all times. A certificate of Occupancy will not be issued until the address is posted on the residence. A site Plan indicating all property lines, set backs from buildings to property lines on all sides, north arrow, existing structures, adjacent roads and proposed access, all surface - water including floodplains, lakes, rivers, streams, canals, wet land and property address. Set Backs: Front: 80' from the centerline of road Side of property line: 10' Back of Property 25' Mobile home park: please check the covenants (if recorded) for any requirements such as property set backs. Set backs in a mobile home park may be used in some cases rather than the county setbacks. If a new driveway access is proposed to a State Highway a copy of the State Highway Department driveway permit must accompany this application. If a new driveway access is proposed to connect to a Madison County road, a copy of the County approach permit must accompany this application and be maintained on site during construction. This permit may be obtained by contacting the Madison County road department at 208-356-3101, or visiting the office at 529 Airport Road in Rexburg. A minimum of 24 hours is required to process a permit request. A permit fee of $40.00 will apply. The Madison County Road Department retains the inspection responsibility for driveway approaches. Manufactured Home/ Mobile Home Set up Requirements 1. Grading: .Grade away from home's foundation or skirting, 5% slope horizontally .Site free of grass and organic materials .Minimum of 12" from "I" beams to ground .Homes on a permanent foundation shall have the footings below the frost line. 2. Ground cover vapor barrier: .6 mil. Polyethylene or equivalent in strength .Black to prevent plant growth .all holes tears and penetrations shall be sealed or patched 3. Footings -pier pads: . 256 sq in. minimum (solid concrete blocks 2- 8" x 16" x 4") .Poured Pads 16 "x 16" . 2 to 4 layers of pressure treated 2x10 lumber .Plywood one piece (1'/4") or 2 pieces (%") pressure treated 4. Block Piers: .Concrete Block open or closed cell (Cinder or pumice shall not be used) .Single stack block piers for loads not to exceed 5,000 lbs .Double stack piers for loads not to exceed 16,000 lbs. 5. Anchor: .Capable of resisting working load of 3150 lbs. with 50% overload .Spacing 2' from each end and max spacing of 11' on center . Usually available from mobile home dealer. 6. Stairs and landing: .36" x 36" top landing not more than 73/4" below floor Stairs 73/4" max rise, with a minimum 10" tread run Hand rail required with 4 or more risers 34" to38" height Stairway with a landing greater than 30" above grade require guard rails. 7. Skirting: .Durable rigid material such as vinyl, wood, aluminum, or steel suitable for exterior exposure. Untreated wood shall not be utilized within 6 " of earthen material. 8. Ventilation: .Ventilation opening shall be placed 3' from each corner as practical. vents shall not be spaced more than 20' apart (1 square feet/ 300 square feet of under floor area.) 9. Access: a. Have a minimum of 18"x24" access opening. b. No tools required to open, c. be easily identifiable. d. have a minimum (30" ) clear space directly in front, outside the perimeter of the home. 10.
