What Other Cities Are Doing
Regulating: The number of Dockless Personal Vehicles
Permitting: Registering each Dockless Personal Vehicle individually, with an associated fee
Parking: Restricting where Dockless Personal Vehicle are able to be parked
Maintenance: Setting standards for safety and maintenance
Who can ride: Only adults (18 and older)
Responsiveness: Requiring a person to be on call 24-hour a day
Speed: Limiting overall speed, limiting speed in certain areas
Service Area: Limiting e-scooters to a specific geographical area

Dockless Personal Vehicles

Dockless Personal Vehicle Pilot Agreement
Six month term, renewable every six month thereafter
Dockless Personal Vehicles will be governed by the same standards as apply to cyclists
Speed limited to 10-mph in Downtown and in City parks
Fleet size limited to 250 Dockless Personal Vehicles per company
Dockless Personal Vehicle daily start locations must be approved by City Public Works Department and have a written agreement from the property owner adjacent to the right-of-way

Private Property
Dockless Personal Vehicles shall be prohibited from operating and shall restrict use on private property; as well as the Brigham Young University-Idaho Campus and properties, unless:
A Dockless Personal Vehicle company which has received permission from private property owners must notify the City of their right to operate on said private property by filing a signed
agreement between the Company and the private property owner. Failure to notify the City will result in actions defined in Section 6.
Areas generally open to the public, parking lots etc., are allowed unless otherwise noted by the property owner.

Parking

Other Rules, Registration & Fines
The Company shall register their business with the City Clerk and pay for a $25 City Business Registration and pay $1.25 for each Dockless Personal Vehicle that operates in Rexburg annually.
Company shall provide education to Dockless Personal Vehicles riders on company rules and regulations, safe and courteous riding, proper parking, as well as the City’s rules and regulations.
Dockless Personal Vehicles riders are required to take a photo whenever they park their scooter at the end of a ride.
Company shall maintain 24-hour customer service
Dockless Personal Vehicles continuously parked in one location for more than 48 hours may be impounded at a cost of $20/scooter
