HomeMy WebLinkAboutHEMMING SHARED PARKING PLAN - 19-00358 - 120 W 2nd S - Hemming Willows Lot SplitHemming Village - Shared Parking Plan Hemming Village is a unique, mixed use project in Rexburg, Idaho featuring a variety of retail, food, commercial and residential units. The Hemming project consists of approximately 87,500 square feet of commercial/retail space, two apartment complexes with 804 beds (Cedars Men and Women) and 53 units of married housing (Cedars Heights). Given the variety of uses, the project is ideal for a shared parking program wherein the available parking can be best utilized based on the higher and lower demand periods in accordance with operation hours and uses of the property. The late addition of Navex to our phase II development further contributed to the need for creating a shared parking program. Hemming worked closely with the City of Rexburg and Navex to accommodate their needs by converting portions of the 2nd floor space from a fitness center that would have served the student and employee base along with eliminating planned common and seating/eating areas. The Navex parking requirement of 90 spaces was additive to the overall planned parking needs. In addition to the plan referenced below, the following will be in place to effectively manage and control the proposed parking program: ➢ Signage will be posted throughout the parking structure and surface lots identifying locations for both non -permit and permit only parking. In addition, colors and signage will be used in the parking garage to differentiate and help drivers easily identify proper parking locations. ➢ Each permit parking stall will be numbered and parking permits will be displayed on employee and resident vehicles requiring drivers to park in designated areas. Permit holders will be advised to contact management in the event someone parks in their assigned parking spot. ➢ Each student resident will be required to sign a standard parking contract when issued a parking permit. The contract will govern the process by which students will be able to use the parking facilities. Retail/commercial employees will also be provided with permits but will not be required to sign a parking contract. They will, however, be educated on the shared parking program and will be required to comply with the rules and regulations. ➢ The parking areas will be monitored by a Hemming employee on a daily basis and at various times to insure compliance with posted signage. ➢ Non -permit parking will be limited to two hours and will be posted and enforced. ➢ When non-compliance occurs in permit and non -permit areas, violators will be subject to booting or towing. ➢ Visitors to Cedars Men and Cedars Women will be permitted to park within the two hour parking, non -permit areas until curfew. No one will be allowed to park overnight. ➢ Given the number of variables in a project like ours, I would request that we be given a 90 day trial period, with the option of adjusting this plan, with City approval, in order to best meet the needs of residents, employees and customers.
