Single-student is on the stadium side (444 students) opened in winter as Cedars women’s. Across the street (Willows) is
now Cedars men’s housing. Griffles (Plasma) opened today. 25 at a given time plus customers. Up to 200. NavEx (2nd level) will be the next to open (? employees). On the West end is Righteous Slice on 2 levels (3,000 square feet) 5-6 people at a time. Five Guys is beside them and is 2800 square feet. 6-8 employees on at time. Righteous Slice and Five
Guys will open in the next couple weeks. One commercial space is open; potentially non-food. Central Credit Union
virtual reality; 4 employees, but only a couple at a time. Rocky Mtn. Chocolate Factory; 2 employees on at a time. 52 units for couples. 1, 1.5, or 2 bedrooms. The units are furnished. The 53rd unit will be an Air B&B for parent visiting.
Please rethink community housing/married housing formula. Rethink visitor parking rather than typical
2.5 spaces/1,000 parking spaces – this is not enough for all commercial uses. Managed parking plan is needed for Joint Parking. 1.6 for married housing (80-82 spaces), (27 spaces) for visitor parking. PED for reduced parking requires a CUP. PED was not in place at time of the creation of the Hemming ProZone.

Management: Housing will sign contracts (52 contracts) If they want to bring a 2nd car, they will have to park
somewhere else. Married: Spaces which are not permit driven are 2 hr. maximum parking. He has a guy that watches the spaces. For the employees, permits will be issued. NavEx gets the entire top level. Marrieds on one floor, the married and singles will go East and West and cross. 3 floors of singles. Signage will be in place. Bicycle parking is in
the garage for housing. Need a place to put employee bicycle parking.
1. Managed Parking Plan is needed for Joint Parking. Parking Plan should identify location, management system, and times in Conjunction with PED Conditional Use Permit for Reduced Parking (including visitor parking).

“Joint uses. Joint uses of required parking spaces may occur when parking spaces can be shared because their
parking demands occur at different times. The joint use of off-street parking spaces is allowed provided the
applicant shows the following:
a. There is no conflict during operating hours, for the structure, or for the parking facilities proposed.
b. Entrances for both uses must be within 200’ from their primary entrances. c. Submit a written agreement for joint use to the City Attorney from both parties which contains the
following: 1. Names & addresses of those owners or tenants that will share parking
2. Map or drawing showing location and number of parking spaces to be shared 3. An analysis showing peak parking demand for different uses at different times
4. Legal instrument (easement or deed restriction) that guarantees access to joint parking for all uses. 1.5. Agreement, when approved, shall be recorded in the County Recorder’s office (Dev. Code: Parking).”
