Sam,
Val pointed out restrictions to parking in the front yard. In section
5.6 of the Development Code (marked as 1.6 in the link below), parking
and maneuvering areas are not permitted in the required front yard.
Zones LDR1 & LDR2 have an exception to this for single family
structures, but medium density zones restrict parking in front (see last
sentence of section 5.6). Parking at the existing house can be
grandfathered in but new parking must meet the requirements of the
current zone. Call me if you want to meet and discuss further options
and I can share what Val explained to me.

Thank you for your time today. See attached, here is the site plan snow
removal will be on the north side of the original home located at 306 S.
3rd W. Rexburg. Quinton, you were going to check with Natalie on the
parking and a few other things. Let me know what you find out. If this
works I will get with the architect to get a foundation drawing.
