10:30 AM – 11:30 AM
Permit #: 16-00290
Attendants: Tom/Chad/Steve/Quinton/Brett/Shea
Stairs
Chad: Tom builds stairs so if there is issues it starts there
Zollinger: Stick to the rule book and figure out how we are going to do this
Tom: Stairs for fire exists are mostly there for the purpose of emergency; safety for snow – melting through the step outside of the buildings
*Ideas for stairs: mesh, steel, grids
Zollinger: Existing stairs to experiment on mesh idea
Tom: Who will pay for this to happen?
Zollinger: Between owner and manufacturer
Tom: Safety Issue/Hazard of improving current stairways
Brett: Discussing Sovye Apts stairs/risers
Quinton: Elevator; has to have risers in order to assistant others
Zollinger: Local acceptance as needed
Zollinger/Brett: 1 to 1 ½ inches gap in stairs
Complexes Discussed: Providence Square, Arbor Cove, Cedars, Sovye, The Landing
*Discussing Exterior/Interior Stairways & Safety
Zollinger: Common sense to fix stairways at local complexes; figure out treads
Tom: Time-Frame in which you can go back and fix it?
Zolligner: 1 to 1 ½ years – Severity of life safety!!! Proposal on Cedars for a retro-fit…expansion mesh (Cedars/Chad) especially for snow season
Chad: Bank saying where is the CO?
Zollinger: Temp CO with a letter between Brett and Headwaters with an agreement. The bank doesn’t need to be involved. Also, can we finish the job through the winter?
Tom: Water melts then freezes…more issues
Brett: Make proposal; make a tread and see what works and doesn’t work
Chad: Worried about the cost, violating codes, and getting sued
Quinton: Building/Owners need to maintain their stairs and snow
Brett: Anything can happen with other stairs but let’s do our best to create something that works for the weather (ex. Concrete stairs with salt) Use recommendations as needed for stairs
if new product is used; Maintenance will need to be aware of the recommendations when the time comes.
Tom: Concerned about codes with stairs rails that are not up to code safety
Brett/Quinton: Existing code at that time of being built is fine. Until something occurs at that area (ex. Kid getting head stuck in stair rail) then the code would need to be updated.
Chad: creating tread at The Landing
Brett: Don’t violate codes while recreating treads for stairs
Chad: Create something that allows moisture to go through and stay within the 1 ½ inch
Tom: Worries about rusting
Chad: Fiberglass…maybe get away from metal? Moving forward from here out into the future so this doesn’t occur again
Brett: Fixing: Arbor Cove, Cedars, The Landing
Zollinger: Permit #’s after Sovye
Tom: Wants everyone to be aware of what’s going on currently
Zollinger: Getting the message out, working with the code with tangible conditions. Toe Kick; 1 ½ inch – Rexburg’s worry: Snow Accumulation
Brett: Go more restrictive on code with uniqueness to our city
Quinton: find alternatives but go with the codes
