My concern is that the plot plan measurements are different than the foundation measurements. Plot plan is 27' x 41' the foundation measurements are 25' 11" x 39' x 39' 11" The minimum for set backs on the side yard is 5' or 6" over you get 1 foot of height to the wall height. You are good to dig the foundation. Inspector Comments: 04/09/2018FailLarry BeesleyResidential Framing/Structure Inspection This inspection failed mainly because the framing is to be inspected after the plumbing, electrical and the Heating are cone and inspected. I looked over the framing and it does look good at this time. Sam when the plumbing, electrical and the heating is all completed then you will need to call in for a framing inspection again. The ceiling in the mechanical room steel needs to have the B vent installed before being taped. Also something will need to be done around the sides and back of the furnice duct on the ceiling. Also the B vent for the water heater steel needs to be finished correctly. You will have to have this all completed before your finals.
