HomeMy WebLinkAboutDESIGN REVIEW MTG - 17-00445 - 1005 N 2nd E - Oswald Service and Repair  Design Review Committee Meeting Oswald Repair – 1005 N 2nd E November 20, 2017 – 1:15 pm Attendees Design Review Committee: Brad Wolfe, Bruce Sutherland, Jedd Walker Applicant: Kevin and Renae Oswald Others: Isaiah Womack – Drafting/Design, Brent Johnson (B&B Builders) - Contractor City staff: Natalie Powell, Quinton, and Tawnya Grover The Design Review Committee is composed of a P&Z Commissioner (Bruce Sutherland), a City Council member (Brad Wolfe) or the Mayor, and a professional from the community (Jedd Walker). Several other individuals serve on the committee as necessary. The Committee may meet if there is a development issue that is non-conforming or differs from the Design Standards requirements that are stated in the City of Rexburg Development Code Ordinance No. 1115. The purpose of the Design Review Committee meeting is often to reach an amicable compromise for the applicant and the community. The subject property is on 1005 N 2nd E and is zoned Community Business Center. The reason for holding this Design Review Committee meeting is as follows: From Development Code Ordinance No. 1115, Supplementary Regulations, Section 4.13b.iv.1a: iv. Design Standards Aesthetic Character a. Facades and Exterior Walls INTENT: Facades should be articulated to reduce the massive scale and the uniform, impersonal appearances of commercial buildings and provide visual interest that will be consistent with the community’s identity, character, and scale. The intent is to encourage a more human scale that residents will be able to identify with their Community. The resulting scale will ensure a greater likelihood of reuse of structure by subsequent tenants. STANDARD: Developments with façade over 60 feet in linear length shall incorporate wall projections or recesses a minimum of 2-foot depth and a minimum of 8 contiguous feet within each 60 feet of façade length that is visible from a city street, public way, or any facility or parking lot used by the general public and shall extend over 20 percent of the façade. Developments shall use animating features such as arcades, display windows, entry areas, or awnings along at least 60 percent of the façade. Approval of what is planned can come from this Design Review Committee. Oswald Automotive Repair is a 3rd generation business based in Idaho Falls. They have been approached by several people about a place where the business could continue to grow. They have a son currently attending BYU-Idaho in Business who will be the 4th generation business owner. The couple lives in Rigby and they feel that Rexburg is a good fit for their business. The current design of their building will allow for future expansion, where in Idaho Falls, they do not have the room to expand. The elevation plan in question was laid out on the table for all to see. There is a span with bay doors that will briefly be seen from the street due to its proximity to Pro-Rental. Some finishes that were discussed are brushed aluminum and possibly stone. There is currently a 12” overhang and several different roof elevations. As shown on the plans, one section of the façade is vertical and another is horizontal. Over a door on the façade, there is a small roof. The committee agreed that the design is good. The committee wants to see the siding as drawn, with one section being horizontal and the other vertical. These two sidings will also need to vary in color to create the illusion of depth. The various roof heights should be built as designed. The garage doors create some interest, but a small wainscoat is suggested between the doors and edges of the façade, but not required. The client will have a color scheme similar to Deseret Book.
