The Design Review Committee is composed of a P&Z Commissioner (Bruce Sutherland), a City Council member (Brad Wolfe) or the Mayor, and a professional from the community (Jedd Walker).
Several other individuals serve on the committee as necessary. The Committee may meet if there is a development issue that is non-conforming or differs from the Design Standards requirements
that are stated in the City of Rexburg Development Code Ordinance No. 1115. The purpose of the Design Review Committee meeting is often to reach an amicable compromise for the applicant
and the community.
The subject property is on Approx. 801 W. 7th S. and is zoned High Density Residential 2.
The reason for holding this Design Review Committee meeting is as follows:
From Development Code Ordinance No. 1115, Design Standards, Section 3.10.160:
c. Standards
ii. Eyes on the Street
All building elevations visible from a street right-of-way shall provide doors, porches, balconies, and/or windows. A minimum of forth (40) percent of front (i.e., street-facing) elevations,
and a minimum of twenty (20) percent of side and rear building elevations, as applicable, shall meet this standard. “Percent of elevation” is measured as the horizontal plane (lineal
feet) containing doors porches, balconies, terraces and/or windows. Trim, shutters, and other features that are part of the items making up the requirement shall be included in the
measurement. The standard applies to each full and partial building story.
Approval of what is planned can come from this Design Review Committee.
On the review comments, the ends of buildings 1 & 3 do not meet “eyes to the street.” Johnny says, in construction documents we show views that don’t really exist in reality. If you
analyze the two end elevations, in 2 - dimensional elevation, you may determine the requirements have not been met. The reality is the 3-dimensional nature of the project; you never
see the 2-dimensional view as you are walking down the street. There are landscaping, texture, and color differences that you will see to give you the sense of human scale. There
are shadows. In an elevation you don’t get the perspective of the vertical height. There is more to a 3-dimensional perspective that construction documents do not show. If you take
the entire view from the street of the faces of all 3 buildings, the design is sufficient.
Rory says the 20% requirement is the issue. Shalynn says the picture doesn’t show lighting or landscaping. Johnny said the owner needs to be competitive. The owner needs to have a
product that is attractive. These drive the look of the building. What is added now, hurts the bottom line in the insulation package.
Jed says in reality he feels like the project qualifies. Brad says the street facing is the issue. If you look at the entire development instead of just the ends of the building
he understands Johnny’s presentation at the beginning of the meeting.
Brad says it is not necessary to do anything. Jedd and Rory agreed that the plan is sufficient.
