Staff Review Meeting
Kenneth Square – Ella Lane
July 2, 2018 – 9:00 am

Applicant: Bryce Dorion (via conference call), Chad Shirley & Brad Koster
1 concrete cut for ADA. Need to come in at a 45. The parking lot flattens out as it goes North.
Maximum ramp is 8% and they exceed that. Adam with Eagle Rock is drawing this up. There is enough
room to put access and ramp. Over 6” in height requires a handrail. Before pouring and when the
drawing is turned in, applicant will notify. Sidewalks and pedestrian features before Temporary
Certificate of Occupancy. Lights and other things can be based on full Certificate of Occupancy.
Curb was taken within 15’ of right of way. How do we need to interface with Highway 33? He did have
high-back curb 45 away from sidewalk. A radius needs to interface with Highway 33. Joel asked, do you
have an approved drawing from ITD? The road needs to go to the edge of the property. The road is
terminated 50’ from the property line. Chad said he thinks the road was built short because they were
running utilities with the intent of finishing the road.
The trash enclosure needs to be completed before Temporary Certificate of Occupancy.
The hydrant at the entrance is a little low. The bacteria test is still outstanding. Did dirt get in the
hydrant that was hit? The catch basin needs to be completed. The collars on the water valves and
manholes are too low. A chip seal within 2 years. The City will help expedite the chip seal. 1.50/square
yard about 190 square feet long and 50’ wide. $1500 approximately. This will help those raised collars
being picked off by the road grater.
Design Standard on the end of one of the buildings. From the minutes, the Design Board would approve
some plans. The windows on the side would comply shown on previous plans. The windows did not go
in. There is siding instead of stucco. The applicant is looking at a different option like shutters or
landscaping. The applicant will submit what he is purposing to break up the lateral elevation by the end
of the week 7/6/2018. The buildings are the ones that face the road on the bedroom or living room
walls.
The 3 buildings on the east side are finished. Flooring is going in on the 4th building. 2 story condos
need to be part of the HOA. You could sell them as 4-plexes, but not individual units. Bryce asked, what
do I do for the banks to purchase them? The City does not have any restrictions on the sale. Kenneth
Square is a true condominium plat. Sweetwater has one lot per building. The plat could be changed to
reflect similar platting as Sweetwater. The layout for Kenneth Square has been approved. The only
thing that is affected is how it is recorded.
Sewer line was put in too steep. It was put in at 1% instead of 0.4% under the highway. Lost 1’ fall,
which means the line will service less. This will be further conversation with Keith Davidson. Possible
upsizing or moving of the lift station. This was not put in as designed.
Landscaping Plans?
Need bumper strips (parking stops) or pour ribbon strips on back of sidewalk. The sidewalk is not 6’.
Lesson to be learned: Do not build without a set of plans in your hand.
Bryce will be back in town Sept. 3.
PUBLIC WORKS OUTSTANDING ITEMS:
1. Sidewalk along road needs to be completed.
2. Approach and curb needs completed at entrances.
3. Curb by sidewalk needs cut back to not make a tripping hazard.
4. Should have been high back curb, not rolled curb.
5. Hwy 33 built per ITD requirements
6. Trash enclosure completed.
7. New bacteria tests due to fire hydrant being hit. Need results for prior bacteria tests.
8. Both fire hydrants need Storz Adapters
9. Fire hydrant by Hwy 33 needs raised.
10. Catch basin completed on south side.
11. Road and utilities to East property line.
12. Street lighting installed.
13. Collars are poured too high. (1/4” depressed) – City will move the chip seal on this road up.
14. Sanitary sewer elevation at 1st section to be determined at a later meeting.
P&Z OUTSTANDING ITEMS:
1. 1 Concrete cut for ADA
2. ADA ramp is too steep, possible handrail required.
3. Submit a plan to break up the lateral elevation by 7/6/2018. If landscaping is used, a
landscaping plan will be required.
4. Possible change of the plat from condominium plat to one lot per building. This will go through
the short plat process, because the layout has already been approved. (2 week review process.)
5. Sidewalk is not 6’ – parking stops will be required or pour ribbon strip on back of sidewalk for
vehicle overhang.
Temporary Certificate of Occupancy: All sidewalks and pedestrian features must be completed.
Certificate of Occupancy: Remaining items must be completed.
Applicant will notify the
City before pouring
concrete.
