Johnny,
Thank you for the reference. At first, section 811 does appear to not require energy code upgrades in conjunction with
definition in 504 for level 2 alterations. The commentary does makes the clarification saying "only a degree of possible
improvement in energy performance of the building is intended to be achieved by making the new elements meet the
IECC requirements. So, while this section may not require "the entire building or structure to comply with the energy
requirements", "the alterations shall conform to the energy requirements of the IECC.." The fact that this paint store
area was unconditioned space and has been altered into conditioned space, it would be a negative impact on energy
efficiency of the building overall. Even if the area was already conditioned space, the CMU wall being an alteration of
itself would be required to meet energy requirements based on what IEBC, section 811 is saying. I will mention your case
to Val on Monday to see if he has anything to add. Thank you again for submitting it as an option.

Quinton,
We recognize that remodels can be challenging but CK has almost 90,000 sf of the identical construction envelope as the
New Paint Store. We would like to apply Section 811 Energy Conservation of the 2015 IEBC for the very limited remodel
of the existing space. That section allows for a limited remodel without requiring the entire building or structure to
comply with current IECC requirements. It does require that any mechanical or lighting upgrades to comply. Please let
us know if this section will allow the Owner to fill a currently vacant space?
