April is almost here as of this writing. It seems as if we have dodged the bullet for the most part on the
drought, however it is still a possibility. City streets are being swept. Pot holes are being filled, and projects
are getting underway for the coming road repair season. We will see a significant change at 1st North, and
second west. There will be much less confusion near the grain elevator area and a vast improvement in
safety. This project has been in the works for a long time. We greatly appreciate the cooperation of the
affected business owners.
There has been some confusion in the number of hearings for zone changes. The rule was changed to one
hearing over eight years ago. That is the normal process, however, on rare occasion a second hearing has
been granted at the discretion of staff and the City Council. We are sorry for any misconceptions that may
have arisen.
The Downtown Revitalization and Beautification Committee has been re-vitalized. We want to give a special
thanks to Melanie Davenport and others who have dedicated a great deal of time to make it happen. You are
invited to share concerns and ideas to the cause. You may contact the Chamber of Commerce or Melanie
Davenport.
The state of the City of Rexburg is excellent. This is due in large part to the efforts and astute administration
of our Chief Financial Officer Richard Horner. Richard has tendered his resignation and will retire on May
31st. We will miss him; however the terms of his retirement will be that he will be available on a limited basis
to help the City. His institutional knowledge is invaluable. He has agreed to help in the transition and assist
us whenever the need arises. Richard Horner has worked for the City of Rexburg for nearly 34 years. He has
been a dedicated employee with nothing but the citizens of Rexburg’s best interest in mind. The state of the
City of Rexburg is extremely good because of men like Richard Horner. He will be replaced by Matt Nielson
who has been serving as Deputy Finance Officer for a number of years. Thank You Richard Horner for
your years of dedicated service!
I want to close this newsletter with a poem written by Dr. Robert Schuller in 1926.
People are unreasonable, illogical and self-centered. Love them anyway.

SPRING YARD WASTE CLEAN UP The proposed dates are April 7 - May 19,
2012. Materials to be picked up must be out at the curb and not in the alleys or
right next to garbage cans. We will try to pick up materials on your scheduled gar-
bage pick up day. Please bag or bundle materials as much as possible so that they
may be picked up by hand. If the City has to use heavy equipment to load trees,
branches, etc. then you will be notified and you may be charged for the use of that
equipment. Limbs & branches should be bundled and cut no longer than 6 feet.
