HomeMy WebLinkAboutNewsletter City_April 2011Mayor’s Message: I have wanted to write this letter for some time. There are people who come into our lives, sometimes as happenstance and by knowing them we are changed for the bet- ter. I want to speak of one such person. First, however, I would care to speak about these difficult times. The roads are bad, the weather is cold and wet, we distrust our government, and spring just doesn’t want to get here. We become ever-more anxious and frustrated with the high cost of everything, from health care, insurance, food, and gasoline. It seems as if the world conspires against us. In our frustration, and sense of helplessness, we sometimes strike back. I think of the political situation in two states, Wisconsin and Idaho where the governors and legislatures were struggling with budget shortfalls. What struck me was the caustic rhetoric, both in Wisconsin and in Boise. Coward, traitor, and worse names were called out as courageous legislators defended the constitution in Boise. Have we come to this? When we have no other recourse in controlling our disap- pointments in life and our only apparent means to do so is to attack others? I hope not. I now would care to speak of a friend, Alan Andrus, who recently left us. Rexburg is less for it. We shared different views on many things, but Alan was always the gentle- man. In his editorials, he never demeaned anyone for a different point of view. He was always kind, gentle, and even long-suffering. He possessed great patience, and a calm and comforting demeanor. It felt good to be in his presence. Alan was highly educated and worked on BYU Idaho and Ricks College campus for many years. He was an able instructor, and he was a mentor to many. He loved his work. Gloria, Alan’s wife, we grieve with you. I wish we could lighten your burden. You as well are an example of how we should be. Can we ever repay, or honor the two of you? I doubt so. But this I know. I will ever endeavor to live my life more like that of Alan Andrus. I urge all the citizens of our area to be above the fray and din of incivility. We are better for it. Rexburg will be better for it. We too can be patient. We too can be civil. We too can strive for the betterment of our community. How it works for Drivers: When the signal is not acti- vated, the signal is dark, allowing drivers to proceed with caution. Upon activation by a pedestrian pushing the walk button the HAWK signal begins flashing yellow, warning drivers that the signal has been activated and to slow down and prepare to stop. The yellow light turns to steady yellow telling drivers to stop if safe to do so. The signal then turns to solid red requiring drivers to stop at the stop bar. After a period of time the Red lights will alternate flashing (similar to a railroad crossing) allowing drivers after they have come to a complete stop at the stop bar, to then proceed with caution when the pedestri- ans have cleared the crosswalk. In the final phase the sig- nal goes dark allowing drivers to proceed with caution again. 1.Dark until 2.Flashing yellow 3.Steady Yellow 4.Steady Red Activated Upon Activation During Pedestrian Walk Interval 5.Alternating Flashing Red 6.Dark Again Until during Pedestrian Clearance Activated Interval How it works for Pedestrians: The Pedestrian acti- vates the signal by pushing the walk button. The pe- destrian then waits until the solid red hand changes to the walk mode. The pedestrian then proceeds with caution making sure all vehicles have come to a com- plete stop. The red hand will start flashing, signaling to the pedestrian to continue walking for those in the crosswalk and for those who have not entered the crosswalk to wait. The pedestrian signal then goes to a solid red hand waiting for a pedestrian to activate the signal again. 1.Push the Walk Button 2.Wait 3.Continue waiting 4. Proceed with 5. Continue walking 6.
