January 25, 2019 RMEA: 19-0005 Mr. Robert Daniels 310N2nd E Rexburg, ID 83440 Re: Investigation of Asbestos Containing Building Materials within Office Buildinglocated at 310 N 2nd E, Rexburg, Idaho Dear Mr. Daniels: Rocky Mountain Environmental Associates Inc. (RMEA) is providing documentation of results of an asbestos containing building materials inspection performed on January 16, 2019 at the above referenced location. The objective of this project was to determine the presence and approximate quantities of Asbestos Containing Building Materials (ACBMs) in the approximate 10,000 square foot two-story commercial office building over finished concrete basement foundation. The building had useable space in the basement and two overlying floors; herein referred to as "Basement, Main floor, and Second floor." The inspection was for the purpose of a sale of the building with the possibility of future demolition and wasting to a permitted landfill facility which requires this information for disposal approval. The inspection was conducted by an EPA -accredited asbestos building inspector (see attached credentials) on January 16, 2019. Suspect ACBMs were identified, sampled, and submitted under chain -of -custody to EMSL Analytical, Inc. of San Leandro, California for analysis using polarized light microscopy under the EPA 600/R-93/116 method for asbestos. EMSL Analytical Inc. is an American Industrial Hygiene Association (AIHA)-accredited laboratory and participates in the National Voluntary Laboratory Accreditation Program (NVLAP) for asbestos. Copies of the chain -of -custody forms and laboratory analytical reports for all analyses are attached. Asbestos -Containing Building Materials Building materials suspected of containing asbestos were obtained from plaster wall texture and wall board, acoustic ceiling tiles, commercial floor tiles, carpet mastic, countertop laminate, exterior block filler, and fire doorjamb insulation. No asbestos containing building materials were detected in any of the obtained samples. Sample IX -13 was submitted as a combination ofplaster texture and wallboard. The laboratory determined that there was "Insufficient Material" to make a determination of asbestos presence in the wallboard portion of the sample. However, the same sample contained sufficient texture material to make a determination of "None Detected." Several sample combinations of wallboard and texture were obtained on the basis of fulfillment of sampling protocol of obtaining sufficient representative samples of the texture coating (a surfacing material); not the wallboard. The wallboard was simply present as the substrate of the plaster coating and multiple samples of wallboard were not required. Exterior walls of the office building consisted of a combination of concrete block and natural black stone with natural wood roofing and siding on the second story. The building contains numerous fire -rated doors purposed for entryways into private suites. The doors were investigated online with the manufacturer and were represented to not contain asbestos. One fire doorjamb was investigated for potential ACBM for suite 105 located in the basement. The latch mechanism was removed and a wire hook was used to obtain a small portion of pink insulation sample. The result from the lab characterized the sample as 98% min. (mineral) wool although it had the appearance of pink fiberglass insulation. The inspector's initial inspection found significant quantities of commercial floor tile in the building; especially in the basement area. The floor tile consisted of two separate types; an off- white speckle and a light blue speckle. Often times commercial floor tiles and/or mastic is found to contain 2 to 3% asbestos. Communications with a former occupant of the building reported that the building underwent a significant historic remodeling event using federal funds. It was reported that because of the source of funding, particular care was given to avoid and not install any building materials containing asbestos. The results of this inspection confirms this verbal information. Limitation The inspection was conducted under the authorization of the present owner, IBEX. At no time did IBEX authorize an inspection for impending demolition but rather a sale of the property with the potential of demolition. It is important to note that care was given to not destroy building materials suspected of containing asbestos while performing the inspection. It is possible (albeit remote) that a select area(s) not easily or reasonably accessible to the inspector could still have hidden ACBMs present. If the building is demolished and a new suspect building material is encountered, the asbestos inspector should be consulted to obtain a sample for immediate characterization prior to shipment to a permitted landfill facility.
