is requesting a zone change to mixed use so that the occupancy of the house be changed to a dormitory use.

The Comp Plan map identifies the area as mixed use.

The rezone is a "spot zone". The parcel is not adjacent to mixed use zoning. A much larger area would
have to be changed to mixed use in order for staff to consider this zone change.
