During the hearing, neighbors across the road in the Steiner neighborhood spoke about the lack of inclusion in this action, and were not notified until the notice was published in the paper and/or they received notification by mail. At that time, the Planning & Zoning Commission decided to allow the cooperating neighbors to continue with their request, but recommended City Staff notify the remaining homeowners for a rezone of the remaining parcels on the block. City Council also approved this recommendation on July 18, 2018. 2. July 25', an application was submitted by the City Staff to rezone the remaining parcels. 3. August 27', staff went door-to-door contacting those landowners who lived within the block. Then, a letter was sent to land owners a pending land action notice was coming in the mail. 4. August 30`h, a written response from Jeff Diehl was received. 5. September 11, 2018, notice was sent to the local newspaper to be published on September 18a' and October 2"a 6. September 18th, notice was mailed to surrounding property owners. 7. September 26', Notice was posted on three sides of the block. 8. The Staff Review Summary and Staff Report were reviewed by the Zoning Administrator. 9. October I", Amy Hanks submitted a written response. 10. October 4'h, the hearing was held before the Planning & Zoning Commission. 6:35PM — (18-00418) Steiner Block; In a previous Planning & Zoning meeting, it was determined not all neighbors were given the opportunity to participate in a rezone to HDR1. The Planning & Zoning Commission and City Council asked that the rest of the neighbors be notified. The City contacted the remaining property owners and talked with those on site regarding the rezone of the rest of the block. This rezone will complete the requested action, resulting in the entire block zoning as HDR1. — Rezone from MDR1 and MDR2 to HDR1. (action) — City Council Page 1 of 5 Natalie Powell talked about residents from Steiner who did not have the opportunity to rezone. Planning & Zoning Commissioners and City Council decided they would rezone the whole block based on public feedback. Natalie and Tawnya went door-to-door to speak to residents. The residents were in favor. Letters were also mailed out to notify property owners the change was coming in addition to the hearing notification. The HDR2 zone was not suggested for this area at this time, due to its distance from the University. Most of the HDR2 zoning right now is not built out to density capacity, so it was felt an HDR1 zone would be appropriate for this area. Commissioner Rory Kunz asked for any other clarifying questions. Steve Oakey asked about the corner piece. The lot at the northwest corner is so tiny, nothing else can be built on it due to the setback requirements. It is also in an industrial zone. The potato warehouse there now, is a grandfathered building. This parcel is separated from the rest of the block by the railroad tracks. I would like to state my support for the Rezone of Steiner Ave and Block 6 from MDR1, MDR2, add HDRI to HDRI. I was in attendance and spoke at your meeting in June whore pmt of this Block was changed to HDRI. At the time I stated that if this change was going to happen it should happen to the whole block. I appreciate the work that City Stag has completed so that this whole block can be zoned the same. Thank you for letting me share my opinion, and again I apologize for not being present for the meeting. Natalie Powell said the staff does not have any significant concerns about this area being rezoned to HDR1. The higher -density residential does not create the traffic as anticipated. Apartment buildings are being built to the east and north of the property. The staff did not feel HDR2 was warranted in this area at this time. City Planner Rindlisbacher reviewed the rezone request for Steiner Ave, City Block 6 to High Density Residential 1 (HDR1) - change zoning from Medium Density Residential 1 (MDR)), Medium Density Residential 2 (MDR2), and High Density Residential 1 (HDR1) to High Density Residential 1 (HDR1). He said a few months ago the city processed the zone change for a portion of this block. The recommendation from Planning and Zoning and City Council at that time was to rezone the entire block except for the small portion on northwest corner of the block to High Density Residential One.
