Formal notice will be sent to the applicant after approval of a Conditional Use Permit. Notice will state the conditions of the pennit. Proposal is placed on internal Strategic Development meeting for staff taking place Tuesdays at 4p.m. 3. Documents are transmitted to staff for review. 4. Planning and Zoning Commission meeting is scheduled. 5. Notification is mailed to landowners within 300' 15 days before hearing. 6. Proposal is posted on the property. 7. Staff Review is sent to applicant. 8. P&Z Agenda is published & sent to applicant 9. Hearing is placed before Planning and Zoning Commission. 10. If a material change is requested, another hearing may be scheduled before the Commission. 11. If park, nursery school, day care centers, churches, synagogues, temples, funeral or crematory service, home occupation, development with 4 or less dwelling units, gov. buildings, household goods warehouse and storage, or reduce parking space size in parking structures, the permit needs only go through Commission. 12. All other uses go before City Council. 13. If material changes to the permit are made, additional City Council hearing will be needed. 14. Not anticipated to affect grade school across street. Requirements for Granting Conditional Use Permit The following information will assist the Commission and City Council to determine if your proposal will meet the requirements under the zoning ordinance. 1. What is the estimated water usage per month? Are the existing mains adequate to provide fire protection? New well will add approximately 2,000 gpm of water production to the water system and provide 2.5 Million Gallons of additional water storage to be used in part for fire protection. 2. What is the estimated sewer usage per month? Will pretreatment be necessary? No sewer usage 3. What is the estimated daily traffic to be generated? Will the traffic be primarily private vehicles or commercial trucks? 1-2 trips per day. Traffic will be City vehicles. 4. If commercial, industrial, or a home occupation, what will be the hours of operation? Continuous 5. Will storm water drainage be retained on site? Is an existing storm drain available? Is it at capacity? If so, will new facilities be constructed? Yes. A pond will be constructed to retain stormwater. 6. If proposed use is residential, describe number and type of dwelling units. Will this be student housing: multi- family for young families, singles and couples, or elderly? Not applicable. 7. What provision has been made for fire protection? Where is the nearest fire hydrant? Is any point of the building further than 150 feet from access sufficient in width for fire fighting equipment? A new fire hydrant will be located onsite. An existing fire hydrant is located across the street. Intent of facility is to increase City water storage by 2.5 Million Gallons. 8. How much parking is being provided on-site? Do the aisle widths and access points comply with the ordinance requirements? Has landscaping been provided in accordance with the ordinance? Parking for a couple of City vehicles will be provided. No solid waste generation anticipated after construction is complete. Any solid waste will be remove by City staff. 10. What is the type of noise that will be generated by the use? What are the hours of noise Operation of the facility will be continuous. Well, booster pumps, and emergency generator will all be locate house building. Pumps are expected to operate continuously and will produce sounds typical of an electric motor. Generator operation will produce sound of diesel engine, but will only operate one per week during the day and during emergencies. 11. What type of equipment will be used in the conduct of the business? After construction, normal operation will include only the pump motors and generator located inside the building. 12. What are the surrounding land uses? Has buffering been provided as required by the ordinance? Residential to the west. Agricultural to the north and east. Buffering will be provided per the ordinance. 13. Are any air quality permits required? Is dirt or other dust creating materials moved by open trucks or box cars? No air quality impacts anticipated following completion of construction. 14. Will the parking lots or other outdoor areas have lighting? Yes 15. Are passenger loading zones for such uses as daycare centers and schools provided? How is busing routed? For commercial uses, where are the loading docks? Is there sufficient space for truck parking? Only minimal parking is required for daily visits by City staff. 16. If a commercial, multi -family, or public assembly use, where is the nearest collector street? Arterial street? Not applicable. 17. What, if any, signage is anticipated in connection with the proposed usage? Only minimal signage anticipated on pump building to identify the facility. The P&Z Commission or City Council may address other points than those discussed above, but a narrative addressing at least those applicable points will assist in processing your application. A PLOT (SITE) PLAN MUST BE ATTACHED IN ORDER TO PROCESS THIS APPLICATION.
