I discussed this issue with Ryan. He said that they pick up the dumpsters at about 4:30 am 6 days per week. He said
they’ve been doing this since Northpoint was constructed. There are 3 dumpsters back behind the buildings and 3 more
to the side of the restaurants. The reason they pick up the dumpsters so early is because of the traffic congestion later in
the morning. They’ve found that to be true on the days when they’ve been asked to do additional pickups later in the
day. Because of the location of the dumpsters, they have to do a lot of backing to get back out to the street. The
dumpsters by the restaurants also get blocked in by delivery trucks later in the morning.

Subject: Garbage Truck Dumping at Northpoint Apts
Hi Keith & Justin,
Just to give you a heads up, I had a resident of Northpoint Apts. call in quoting Resolution 2014 – 11 section F and
applying that to our garbage trucks dumping so early in the morning and how it should not be permitted, because
garbage trucks weren’t specifically stated in the beginning paragraph under “other noises including snow removal
equipment are allowed”.
Kristy as well as myself did tell him that if they don’t start that early, it’s more than likely the garbage won’t be able to
be dumped due to traffic, congestion, blocking the containers, etc. that happens later in the day ; but it just didn’t make
much difference.
He is going to present his case to City Council in the Public Comment Section of the agenda, I know Keith won’t be here
but I wanted you all to have a heads up. I did let him know that he has 3 minutes, and that it was not a time for
discussion with the Council, but it they chose to discuss it further, it would be put on the next agenda as an item for
consideration.
Maybe Ryan has some suggestions about something they can do to help with the situation.
