Dear Mr. Satterthwaite:
We have received your letter requesting an extension on the time allowed to record the final plat for
Hidden Valley Trails, Phase 1, with Madison County. This final plat was approved by the City
Council on September 19, 2007.
The Sub -Division Ordinance for the City of Rexburg states that " The final plat shall be filed with
the County Recorder within six (6) months after approval by the Council; otherwise such approval
shall become null and void unless an extension of time is applied for and granted."
We are accepting final plat recording extension requests for several other final plats until March 31,
2009. At that time, those requests, including yours, will go before the Planning and Zoning
Commission and the City Council for review and approval. We will notify you of the date your
request will be considered.

On May 16, 2007, we received approval of the preliminary plat for Hidden Valley
Trails subdivision. On September 6, 2007 we received final approval for phase 1 of the
subdivision. Our initial plan was to begin construction, and record phase 1 in the spring
of 2008. During that time the real estate market started to deteriorate, and has continued
to do so. We wish to postpone construction of phase 1 until the market strengthens. We
are excited about the Hidden Valley Trails subdivision but would like to ask for an 18
month extension for the project.

to do so. Since that time, we requested and received an extension for the project until
December of 2010.
The Real Estate market has remained stagnant. We developed Canyon View
Estates in 2007, which originally consisted of 32 lots, 16 lots are still on the market. We
believe the Hidden Valley Trails subdivision is in a great location for single family
housing, but the market can't support it yet. I understand there have been no significant
ordinance changes that would affect the design or engineering of single family
developments. We do not believe it is feasible to add lots to the market at this time. We
would like to request an additional extension of time, 18 months, for the Hidden Valley
Trails subdivision.

Received an extension request letter from Valeo Management =
(Cecil Satterthwaite) for Hidden Valley Trails Phase 1 Final
Plat, which had been granted a recordation extension request
(in May 2009) until December 31, 2010. I called Mr.
Satterthwaite today and told him that per Val Christensen, this
final plat has been granted another extension for recordation
until December 31, 2011.1

2013 we have closed on 3 lots. We believe the Hidden Valley Trails subdivision is in a
great location for single family housing, but the market can't support it yet. If the market
continues to show positive signs, we would like to start a first phase of development of
Hidden Valley Trails as early as the Spring of 2014. 1 understand there have been no
significant ordinance changes that would affect the design or engineering of single family
developments. We do not believe it is feasible to add building lots to the market at this
time. We would like to request an additional extension of time, 18 months, for the
Hidden Valley Trails subdivision.

We have requested and received an extension for the development of the Hidden
Valley Trails Subdivision until June of 2013. We are grateful for the understanding that
Rexburg city has shown us in allowing us to postpone the development due to the slow
housing market.
We have seen an improvement in the housing market and have been able to sell
several lots in Canyon View Estates in 2013, and the first part of 2014. We would like to
start construction on the first phase of Hidden Valley Trails by June. Our original plan
for phase 1 consisted of 40 single family building lots. We are nervous about putting in
such a large phase at one time and would like to split the build out of phase 1 into two
parts, phase IA, and 1B. The Dyer group is currently working on the drawings for this
plan. This plan would delay the building of phase 1B until next year. We are hopeful
that this will be agreeable with Rexburg city, and would like to ask for an extension for
phase 1B until the summer of 2015.

I am writing concerning your letter that was just received regarding your plans to move forward soon with
Phase 1A of the Hidden Valley Trails Subdivision, and your request for extension of time for Phase 1B until the
summer of 2015.
Per my conversation with Community Development Director Val Christensen, this request for extension of
time for Phase 1B is granted, so long as the development moves forward in a timely manner.
