TAG1 to Public Facilities
1. August 1, 2018, Application was received from the City of Rexburg to rezone the land
Madison High School is on. The building of the stadium initiated some research that
identified this area has not been changed.

2. August 1, 2018, Notice was sent to the newspaper to be published on August 7s' and August
21'
3. August 13, 2018, the Staff Review Summary and Staff Report were completed.
4. August 8, 2018, Notice was mailed to all landowners and adjacent landowners.
5. August 15'', 2018, Notice was posted on the property.
6. August 23`, 2018, the application was presented before the Planning & Zoning
Commission.
6:35PM — (18-00432) 2300 University Blvd.; Madison High School —Rezone from TAG 1 to
PF.
Craig Rindlisbacher As the High School has been designing their stadium, it has come to
our attention that this area is still zoned TAG1. The school district was issued a variance for
height to build the current high school. After visiting with staff, it was determined a more
appropriate zone for this land is Public Facility where a school is a permitted use. The land
is already designated as Public Facility on the Comprehensive Plan Map. Staff is
recommending the land be rezoned to Public Facility.
Darrik Farmer asked why Burton Elementary was not being included in this change. Craig
said the City was in a hurry. The City needs to come back and clean-up other Open Space
Zones and Burton Elementary will be included in those changes.

Craig Rindlisbacher did not have anything additional to report.
MOTION: Motion to recommend to City Council to change the zone for the High
School from TAG1 to Public Facility, because the use fits the Public Facilities zone.,
Action: Adjourn, Moved by Melanie Davenport, Seconded by Bruce Sutherland.

Gil Shirley asked why the change doesn't go all the way to the road. Craig Rindlisbacher
responded, the School District intended, in the past to sell off some of their land by the
High School, but the City has not talked to the School District about this recently. Melanie
Davenport reminded Gil of the timeliness of this change, because the stadium is already
started. Bruce Sutherland remembered this area next to the road is Commercial on the
Comprehensive Plan, so the Comprehensive Plan would need to be changed before
rezoning.
7. September 5, 2018 —Rexburg City Council
City Planner Rindlisbacher presented Ordinance 1198 to rezone 2300 University Blvd. He
indicated that a number of the Public Facilities in the city are zoned open space which really
doesn't fit the definition of that zone. He has begun an effort to identify those areas that should
be changed to Public Facilities Zone. The high school was built in a Trans Ag Zone (TAG1).
At that time, they did change the Comp Plan Map to Public Facility but they didn't change the
zone. Staff feels it should be changed to a Public Facilities Zone (PF).
Council Member Busby asked why they don't change the whole area between the high school
and elementary school since it is all owned by the school district. Planner Rindlisbacher said
they just want to change the footprint of the high school.
Council President Smith asked where the area is that was zoned commercial. Planner
Rindlisbacher replied that the commercial area was specified in the Comp Plan but has still been
zoned Trans Ag and is not changing at this time.

Council Member Flora asked why Burton Elementary is not included in the zone change.
Planner Rindlisbacher indicated that they will do the other Public Facilities in another action
later but they just wanted to get the high school done because of the stadium that is going in.
Council Member Flora moved to suspend the rules for Ord. 1198 - Rezone 2300 University
Blvd from Transitional Agriculture 1 (TAG1) to Public Facilities (PF); Council Member Busby
seconded the motion; Council President Smith asked for a roll call vote:
