The objective of the comprehensive plan is to have well thought growth "in such a way that public good and private rights are equally balanced". The city staff has determined that the General Business District (GBD) Zone is not significantly different than the Community Business Center (CBC) Zone. Therefore in the best Interest of those trying to understand our development code, staff felt that less was better. _ By "absorbing" GBD into CBC we can remove one more section from an already lengthy document.
