Rexburg, ID PROPERTY OWNER: Kevin Snell PURPOSE: Applicant is requesting to amend the configuration of buildings in phase 2. PARCEL SIZE: 0.938 acres PROPERTY ID: RPRSNLGT00CMMN PROPERTY LOCATION: 347 W. Main Street Rexburg, ID 83440 AUTHORITY: Ch.12,Ch.2, Sec. 2.5 “A Short Plat may be requested when all of the following conditions are met: 1. The proposed subdivision does not exceed four buildable lots, 2. No right-of-way dedication is necessary”; “City of Rexburg staff will take the place of both the Planning and Zoning Commission and the City Council.” RECOMMENDATION: GIS  Adjoining landowners are not identified.  There are no call outs connecting the units to the boundary.  The owner certificate should not be dedicating streets.  The easements are not called out and labeled.  Point of beginning is unclear on plat along with some of the calls. It is very hard to read. The callouts of the boundary description don’t match the drawing. What happened to the s00.15.02e 145’?  The plat doesn’t match what the assessor is showing. It does match ownership on a previously recorded plat. These Items will need to be covered in the site plan review: o Storm water retention ponds cannot be in the right-of-way. o The sidewalks on site need to be connected to 4th west sidewalk. o The parking stalls will need to be 9x20 or the sidewalk will need to be 6 feet wide. MEMO COUNTY SURVEYOR COMMENTS JULY 31, 2017 RE: SNELL GROVE TOWNHOMES, AMENDED PLAT NO. 3 FROM: RICK BYREM, PLS 7381 Page 1 of 2 This map document is presented as an amendment to the previous recorded plat for Snellgrove Townhomes. Therefore, it needs to be consistent with the previous map. The map in its current state is more reflective of a condominium map, not a subdivision plat or PUD. I have addressed my comments toward the direction of being consistent with the previous plat. I have also included those comments from the City of Rexburg staff report received on July 27, 2017, that are pertinent to the final plat document. Other comments from the City staff may need to be addressed separately. 1. The title of the plat should read: SNELL GROVE TOWNHOMES AN AMENDMENT TO THE 2ND CORRECTED AND AMENDED PLAT OF SNELLGROVE TOWNHOMES, A PLANNED UNIT DEVELOPMENT If the owner wants to retain the original name (Snellgrove), a designation of Phase 2 should be added to the title to separate this map from the previous. Adding a separate parcel to the project creates the need for some kind of distinction between the two maps. 2. Include an index or vicinity map to show how this new parcel fits with the original approved project. 3. The City has not indicated any approval or direction to change the map document from a subdivision plat to a condominium map. Please remove “PURSUANT TO IDAHO CODE, TITLE 55 CHAPTER 15” from the title of the map. 4. Notes consistent with the OWNER’S CERTIFICATE, DESCRIPTION OF LOTS, and DESCRIPTION OF COMMON AREA that were shown on the Second Corrected and Amended Plat of Snellgrove Townhomes should be included here with the appropriate edits to reflect the new configuration, as needed. 5. There should be no dedication of public streets in the Owner’s Certificate. County Surveyor Comments Snell Grove Townhomes, Amended Plat No. 3 July 31, 2017 Page 2 of 2 (continued) 6. The building cross-section, description of units, and descriptions of common and limited common elements were not included in the Second Corrected and Amended Plat, and they do not need to be included here. 7. If the conditions indicated in Notes 1 and 2 on the Second Corrected and Amended Plat remain in effect for this map, please include these notes. 8. Add a note that states that Block 2 has been deleted from the project. 9. The tie from the section line to the P.O.B. is incorrect. 10. Add at least two dimension ties from the parcel boundary to each building group or block. 11. Per Idaho code 50-1304: “When coordinates in the Idaho coordinate system are shown on a plat, the plat must show the national spatial reference system monuments and their coordinates used as the basis of the survey; the zone; the datum and adjustment; and the combined adjustment factor and the convergence angle and the location where they were computed.” 12. Please remove the storm water retention ponds from the final plat map.
