City of Rexburg Annexation
1. On April 6, 2017, Rod Jones presented to the P&Z Coordinator an application and request for
annexation and rezone for the property located at approximately 20 S. 12" W. The zone change
request was to retain the existing zone in tract 1 RRL A parcel of 250' on the northeast corner of
the property is being rezoned to Community Business Center (File # 17 00211).
2. June 1, 2017, Rod Jones presented to the Planning & Zoning Commission the request for the
Annexation and Rezone for the property located at 20 S. 12" W. Motion to recommend approval
carried.
3. July 5, 2017, The City Council held a public hearing for the Annexation and Rezone at approximately
20 South 12' West and changed the zone from Rural Residential 1 (RR1) to Community Business
Center (CBC) for the east 250' as described in the legal description; the rest of the parcel remains
rural Residential 1 (RRl). Motion to approve and first read the annexation and rezone was carried.
July 19, 2017 Council was recommended to suspend the riles. 2"d and 3`d read.
Comprehensive Plan Map Amendment
4. On June 13, 2017, the Ringels presented to the Rexburg City Planning & Zoning Coordinator a
Request to amend the current Comprehensive Plan Map (File #17 00323) to change from
Commercial to Low -Moderate Density Residential, for the Ringel parcel of approximately 25 plus
acres less a strip of land 250 feet wide adjacent to 12' West and Hwy 33 in the City of Rexburg.
5. On June 15, 2017, the City Clerk sent the Notice of Public Hearing to be published in the local
newspaper for June 30 and July 18, 2017. A notice was posted on the property.
6. On July 20, 2017 Rod Jones presented the Comprehensive Plan Map Amendment request to the
Rexburg Planning & Zoning Commission to change from Commercial to Low -Moderate Density for
the property on 20 S. 12' W. less the 250' commercial strip adjacent to 12`" W. and Hwy 33 for the
property of 20 South 12' W.
MOTION:
Rory motioned that we approve the recommendation to change the comprehensive plan map
because the request fits with the surrounding neighborhoods and it seems to fit with the intent of the
City's layout over the next several years. For those reasons, I recommend we approve the request.
Darrik seconded the motion.

(Comprehensive Plan Map Amendment) — Continued
On August 02, 2017 at City Council, City Planner Rindlisbacher explained that the previous
annexation that was approved now needs an approval for a comprehensive plan change. This is
recommended by Planning & Zoning.
Council Member Flora expressed that traffic is a concern at the Main Street and freeway exits.
Director Davidson said ITD (Idaho Transportation Department) has hired Horrocks Engineers to
look at the interchanges. ITD ranks each area in the state to determine which problem areas to work
on first and our interchanges because of non -severe accidents, did not rank very high. It will be
about seven years before the state gets to our interchanges.
Council Member Flora asked how we should proceed. Director Davidson said we need to talk to
our state legislatures. The more we talk to the state and express concerns the faster they will look at
it.
Council Member Flora asked Planner Rindlisbacher if we will implement the traditional grid
system on this Ringel property. Mr. Rindlisbacher said they will encourage it.
Council Member Wolfe moved to approve Resolution 2017 — 09 Comprehensive Plan Map
change for the Ringel property (approximately 25 plus acres less a strip of land 250 feet wide
_adjacent to 12th West) located at approximately 20 South 12th West; Council Member Busby
seconded the motion; Discussion: Council Member Mann encouraged Director Davidson to lower
the speed limit on West Main Street from 45 MPH to 35 MPH in front of the new Maverik.

Rezone
8. On June 13, 2017, the Ringels presented to the P&Z Coordinator an application to rezone tract 2
and tract 3 of 20 South 12`h West.
Tract 2:
Beginning at the Northeast Corner of Section 26, Township 6 North, Range 39 East, Boise
Meridian, Madison County, Idaho, thence S 00022'47" E 58.00 feet along the East section line of
Section 26, thence S 89°28'38" W 250.00 feet along highway 33 right of way to the point of
beginning, thence continuing West along the highway right of way 800.00 feet, thence
S00022'59" E 705.93 feet, thence N 89000'42" E 800.00 feet, thence North 692.13 feet more or
less to the point of beginning.

Tract 3:
Beginning at the Northeast Corner of Section 26, Township 6 North, Range 39 East, Boise
Meridian, Madison County, Idaho, thence S 00°22'47" E 58.00 feet along the East section line of
Section 26, thence S 89°28'38" W 1050.00 feet along highway 33 right of way, to the point of
beginning, thence S00022'59"E 705.93 feet, thence S 89°00'42"W 543.4 feet, thence N
00011'46" W 358.3 feet, thence N 89'38'14" E 10.00 feet, thence N 00°09'23" W 357.37 feet to
highway 33 right of way, thence East 530.79 feet more or less along highway 33 Right of Way to
point of beginning.
9. On July 21, 2017, the City Clerk sent the Notice of Public Hearing to be published in the local
newspaper for July 28`x' and August 11'x' prior to the rezone hearing.
10. On August 17, 2017, Rod Jones presented a request to the Planning & Zoning Commission for the
Ringel land on 20 South 12`x' West be rezoned from Rural Residential One (RR1) to Medium -Density
Residential 2 (MDR2) for tract 2 and Low -Density Residential 2 (LDR2) for tract 3. (File #17
00324)
MOTION:
Steve Oakey recommends to City Council the request be accepted, because the comprehensive plan
was approved by the City Council as per request., staff has no immediate concerns, and the property
owners' request will allow them to make a substantial investment in our community.

11. On September 06, 2017 at City Council Bill 1172 for the Ringel property rezone at
approximately 20 South ITh West (#17 00324) from Rural Residential One (RR1) to Medium -
Density Residential 2 (MDR2) for tract 2 and Low -Density Residential 2 (LDR2) for tract 3.
(Recommend suspending the rules).
Rod Jones with Idaho's Real Estate of Rexburg presented the rezone. The first 250 feet will be
commercial, then medium density and then low density. The developer is anxious to get going on
this.
Council Member Busby asked if there has been a traffic study done out there.
City Planner Rindlisbacher said they have not done a specific traffic study for this parcel but they
did do a long term study previously that included this area.
Mayor Merrill commented that the Idaho Transportation Department is recommending "diverging
diamonds" for our interchanges like the one in Chubbuck and ITD has moved Rexburg up on the
scale for getting assistance due to mobility issues.
Council Member Flora asked how many acres the MDR2 section is. It is about 10 acres. There
can be 16 to 20 units per acre. Mr. Rindlisbacher indicated that this growth was anticipated in the
last traffic study.
Council Member Busby moved to approve Bill 1172 - Ringel property Rezone at
approximately 20 South 12"' West (#17 00324) from Rural Residential One (RR1) to Medium -
Density Residential 2 (MDR2) for tract 2 and Low -Density Residential 2 (LDR2) for tract 3; Council
President Smith seconded the motion; Mayor Merrill asked for a vote:
