The land behind the now owned parcel is desired for purchase by the applicant. They applicants have not been able to contact the owner of the property. The address on file is to a UPS store in Idaho Falls. A rezone of more than 1 parcel would be more likely to pass. Natalie will see if she can find some contact information for the Eureka Properties & Investments. The buildings need to be built right now as duplexes. A pre -fab building has been moved on to the property appears to be built as a 4-plex. The zone will need to be changed first to allow a 4-plex. An over/under duplex was discussed for the pre -fab building. Currently, the bottom level would be storage. This is indicated on new plans. Will the duplexes be under single ownership? Down the road, Morgan said they would anticipate a plat. City staff shared, Morgan will need to plat the development from the beginning to show lot sizes appropriate to an LDR2 zone for duplexes. Lot 2 can currently only house 1 duplex, because 10,000 square feet is required for a duplex. Tyler wants to get the house set, because the house is just sitting there. They want to right now, dig the first 2 holes. A total of 5 duplexes would be allowed per the square footage. The Comprehensive Plan would allow a maximum of MDR2. MDR2 allows 20units/acre. At least a zone change is needed if 4-plexes are desired. Building 4-plex commercial requirements: Fire sprinkler system Fire alarm system Separate electrical metering Separate water shut -offs • Fire Separations • Separate mechanical systems • Bigger water line The drawing does not reflect a duplex and the 8' tall hole dug indicates potentially more units. The property already has the water and sewer line stubbed in. Conclusion: You can go forward without any problems to put in duplexes. Duplexes can be put on a 8' wall, but the City doesn't want to have to come and shut them down because they are running illegal 4-plexes. A 4-plex is considered a commercial use and the above commercial building requirements will apply. Neighbors to the south are separated by a fence and lilac bushes for screening. Building plans just submitted will go to review. The second building would be an over/under duplex also. It is a move -on of 1 unit where the 111 one was 2 - units. The applicant will plat with setbacks for MDR2, and place 11t duplex. The 2nd hole can be dug at this time, but no more until plat is approved. This would be less than 5 subdivisions which would mean the short plat process and administrative review (2 week time). 4 parking stalls = 2/unit.
