Grover Family Bypass Trust Rexburg CITY OF MXBURG Americas Family Community PURPOSE: Requesting to amend the Comprehensive Plan Map - to change property from Commercial to Low -Moderate Density Residential for the specified property. PARCEL SIZE: Approximately 2.9 acres PROPERTY ID: RPRXBCA0176392 PROPERTY LOCATION: 407 West 1St North Rexburg, ID 83440 AUTHORITY § 6.13c "Council may adopt or reject an amendment to the Comprehensive Plan. " REQUEST Applicant is requesting a land use map designation change from Commercial to Low -Moderate Density Residential for the specified property. RECOMMENDATION The parcels being considered for a comp plan change and finally a zone change are adjacent to a Medium Density Residential Zone to the east. The property directly adjacent to the west is the City of Rexburg Water tank property and has a commercial zoning. Therefore, the commercial viability may be lessened due to the separation from the commercial properties on the west of the water tank property. Staff feels that Medium Density Residential is also a good use for this area. There are currently infrastructure considerations that will limit permits in this area. The applicant has been advised of these limitations and understands that permits will be given on a "first come" basis. In time the infrastructure limitations will be corrected. Staff recommends that this Comprehensive Map change be considered. The Planning and Zoning Commission should take testimony in the public hearing to determine if this change to the comprehensive plan map will be in the best interest of the community and make recommendation to the City Council. The extent and nature of the amendment is clearly described. Affidavits have been received for all three properties. * How does the proposed change achieve or further promote the overall objectives of the comprehensive plan? The proposed comprehensive plan map change allows commercial property adjacent to medium density residential property to be changed to medium density. The parcels being requested lie between the City Water Tank property and existing medium density residential. The parcels would not connect to the commercial property to the West due to the City parcel and therefore would better utilized as medium density residential. * Has a potential for nuisances or health and safety hazards that may adversely affect the properties involved been identified? See Public Works review. * Have any recent changes in land use on adjoining properties or in the neighborhood of the map revision been identified? There has been other medium density residential projects to the North and directly across 7th North to the South. * Has the impact to community services of the area been identified? See Public Works review. The increased traffic will be a concern at the intersection of 7th North and 2nd East. * Is there capacity for water and sewer facilities to service parcel when needed?
