Commercial planned on the entire bottom floor. Discussion about telling Johnny Watson he cannot build out to the street. The mixed use zone in the Development Code was brought up. Setbacks were discussed. Without a commercial component, the development should not be allowed to go to 10'. This language was not found in the Development Code. In the high density residential, large apartment buildings are allowed to build on the property line. There are no problems with this if it is done right: windows up high, living bedrooms in the back away from sidewalk, and entrances. Keith was needing a wider right-of-way. Johnny was told if he had a commercial component, he could come up to the street. He is entirely residential and has to be set back 10'. We have to be consistent with both developments. Challenges: 1. The challenges are there is no step down in zoning. No buffer. 2. Additional pedestrian crossing on 2nd W and 2nd S intersection. 3. Traffic increase along the park. 4. Parking capacity around Porter Park is for visitors for the park only. Keith figured sewer numbers based on the current zoning. We have plenty of mixed use zoning within the City. Staff is not supportive of a Mixed -Use change of zoning. Tell Aaron Swenson before fees are paid. Scott will contact Aaron. Dan at Ace Hardware Draw plans? Do not need to draw plans for parking? They have 7 spaces right now. Mayor and Keith walked this area. Can diagonal be placed on both sides? This area is narrower than Center street. There is no room to have parking on both sides of this street. He eats up several parking spaces with his displays. They need to draw a parking plan for review. Keith will contact Can Monday. Christensen Auto Body We are waiting on a site plan. 51 stalls which is 3/1,000. A letter for the minutes was sent to them. Interior parking can be counted. More parking may be needed, because of the size of their fleet. 70' paved and 75' gravel in the rear. Parking must all be paved in 6 months. If the business meets the requirement of paved parking stalls, they can have gravel. Val will follow-up with Ray on these parking requirements.
