Public Hearing: February 15", 2018 at 6:55 pm to be held before the Rexburg Planning and
Zoning Commission (#18 00027) to rezone the property at 4 W. Moody Rd (White Owl Business
Park) as listed by the following legal description from Transitional Agriculture One (TAG1) to Light
Industrial (LI).

Plannine
1. The applicant is requesting a Light Industrial zone. The comprehensive plan has been requested to be changed to
Light Industrial and is in process.
2. The land to the east is comprehensive planned Commercial. The land to the west is comp. planned Agriculture.
The land to the south is comp. planned Low to Moderate Residential. Staff has agreed that the use would be ok if
Highway 20 was properly buffered and that there be a plan for how the land to the south would interact with the
new use. If the annexation and comp plan is successful, then staff recommends a zone change to Light Industrial
with the following requirements: 1)There is Highway 20 buffering as per City staff. 2) There is a plan for
connectivity through the middle of the property from Second West. 3) There is a plan for Moody road to be
buffered as per City staff.
3. The applicant has agreed to work with the property owner to the east to widen the intersection of Moody and 2nd
East. See Public Works requirements.
Public Works
1. The nearest water and sewer lines are at the corner of 2^d E. and Moody. A lift station will need to be installed to
service this parcel.
2. All storm drainage will have to be handled on site.

3. Once we have a proposed development, then we will be able to know how the traffic will effect the local streets.
The intersection of Moody and 2^d East is narrow. Modifications to that intersection might need to happen with
the development.
4. There is limited capacity for water and sewer facilities in the area. As development occurs, we will need to
monitor the situation.
