Asbestos inspection and survey. Includes all travel, labor for sampling,
shipping, lab costs, and written report showing lab results and sample locations
with recommendations if Asbestos is found. Cost based on number of samples
read at the lab. These costs are for PLM EPA 600/R-93/116 analytical methods.
The PLM method is the Minimum EPA approved method and is least costly.
This quote is based on a 7 day turnaround time form the lab. Any sample that is
found to contain Asbestos in the amounts of " Greater than 1 %, using the PLM
method, will need to be re -tested using a more accurate and precise method
called an EPA 400 Point count, or be considered Asbestos Containing
Materials(ACM), which requires removal before demolition. Re -testing using
the EPA 400 point count, in some cases, can reduce the final percentage of
asbestos in a given sample, so that the final percentage would be under the EPA
threshold amount, and therefore would not be considered by EPA to be an
Asbestos containing Material. Removal would not need to be done at this point
and this material would be considered to be general construction debris. EPA
400 Pointing does not always reduce the final percentage of Asbestos in a given
sample. This EPA 400 Point count usually is not done on PLM samples that
have 30/6-5% or more, asbestos.

Introduction
On 5-1-18, accredited EPA Asbestos Inspector, Dave Price, of Great Basin Services, Inc., conducted a site
inspection and collected samples of suspect Asbestos Containing Building Materials on the house located at 470
West Main, Rexburg, Idaho. The purpose of this inspection and sample collection was to identify and locate any
possible asbestos containing materials that might be present in this house, prior to demolition activities/ or burning
of this building. The suspect ACBM samples were cataloged and uniquely labeled onsite and then submitted under
standard chain -of -custody (COC) protocol to EMSL Analytical, a National Voluntary Laboratory Accreditation
Program (NVLAP) accredited laboratory for analysis of materials using Polarized Light Microscopy (PLM),
EPA/600/R-93/116 methodology. This PLM method is standard for Asbestos Bulk testing.
Background
The house is Aprox 1200 sq ft with a full finished basement and attached garage. It is is aprox 50 years
old. This building has been remodeled and added on to several times. The house is typical wood construction with
cinder block exterior walls. The roof has multiple layers of shingles. All of the walls and ceilings have drywall
with multiple styles of textures. Blown in insulation was found in some ceilings. There was sheet vinyl flooring in
the basement bathroom.
Sampling
Dave Price, accredited Asbestos inspector, collected a total of 12 samples of suspect Asbestos Containing
Building Materials (ACBM) from the building. These 12 samples were analyzed, at the lab using the PLM/600/R-
93/116 methodology and broke down into a total of 31 individual materials that were analyzed individually. All of
the original samples were of materials that were identified as possible ACM.
In this sampling scheme, sampling locations and number of samples were selected so that they were
representive of the homogeneous sampling areas with regard to the material present and it's potential asbestos
content. The sampling scheme was designed to be comprehensive and intended to identify ACM that might be
disturbed during Demolition/ Renovation activities. The initial testing method used is a Polarized Light
Microscopy ( PLM) method. This is an EPA accepted method for Asbestos testing . ACM ,under current regulation,
is defined as material with an asbestos content of Greater than 1%. Any sample analyzed by "polarized light
microscopy" ( PLM) method, as containing "Greater than 1 % Asbestos", will need to be re -analyzed using an
EPA 400 point count method with Gravimetric Reduction, or be assumed to be ACM. The EPA 400 point count is
a more precise and accurate method of analyzing a sample for asbestos. In some cases, point counting can provide a
lower percentage of asbestos in a sample, to an amount of asbestos under the EPA threshold amount. Point
counting a sample will not always reflect a lower percentage of asbestos. The type of materials tested, and the
percentage of asbestos found using the PLM method, can affect the point count results.
All samples were sent to EMSL Analytical, San Leandro, California.

Conclusions
The following identifies the sample Numbers, sample materials tested, and location of sample. Out of the 35
individual PLM sample results, 2 individual sample results indicated the that asbestos was present, but, in the amounts
of "less than 10/6". Asbestos materials found to contain Asbestos in amounts of 1% or less asbestos, is considered by
EPA rule, to be non -asbestos materials and can be disposed of as general construction debris. However, not all
landfills will accept materials with trace amounts of Asbestos as general construction debris. Owner or demo
contractor will need to make sure that the landfill will accept the demo material with trace amounts of asbestos. EPA
does not allow burning of this building with trace amounts of Asbestos.
No Asbestos removal is needed.
