HomeMy WebLinkAboutMEETING NOTES - 18-00162 - 830 S 5th W - Remodel to Duplex Planning & Zoning 35 N 1st E Rexburg, ID 83440 Phone (208) 359.3020 February 21, 2018 4:00PM Present: Applicant: Dan Thomas (realtor-Keller Williams), Dale Wilson (phone conference-property owner), Steve Garcia City Staff: Don Allen, Larry Beesley, Porter Wilkens, Joel Gray, Tawnya Grover, Bret Stoddard Duplexes Bret went out to do an electrical inspection, and noticed that the property was being changed into a duplex. Joel, from public works, is making sure the right-of-way is wide enough for a future road-widening project in the future. The front portion is set back, in the middle of the property. The deed for the land in front of the property has not been signed yet. Steve is talking about a history of a list growing of requirements. Don, the plumbing & mechanical inspector talked about the plumbing for up and down stairs needing to be separate and isolated to each unit. Separate water heaters are required. Separate mechanical furnace for each unit. We have to separate the mechanical room. A door under the back side of the stairs will have to be a metal exterior door that has a 20 minute rating on it. Wall heaters (cadets) will heat the down stairs. Bret, the electric inspector says he has done a rough electrical inspection. Electric heaters are separate already. Smoke detectors have been wired. GFCI outlets need in bathroom and kitchen. Downstairs bathroom already has one. Larry, the building inspector, talked about fire separation between floors, sheetrock put on ceilings and on walls of mechanical room. 2 layers needed on ceiling. The exit will be through the garage, separated from the garage. The garage is considered part of the upper level. A separate exit for each unit is needed. The applicant is calling the garage common area. Egress and exiting is the need for a fire-resistant exit out of the building. The egress door cannot go through the garage. Staircase building code requirement is for egress. Risers need to be 7-3/4” riser and minimum. Stairs will need to be verified on site. Fire extinguishers are required. Egress windows have been cut in. A ladder needed to be in each of the window wells for the bedrooms. Smoke alarm needed in upstairs bedroom. Carbon monoxide alarms are a combination type that do smoke and carbon monoxide. Parking 9x18 hard surface driveway – 2 for each apartment. 1 can be behind the single car garage. 2 other spaces will need to be behind the front yard setback. Surface needs to be asphalt or concrete surface. The parcel has room along the side of the property. Hard surface driveway needs to be extended to the road. All buildings in the city have this requirement. Public works said applicant needs to build up elevation of driveway to meet future elevation of sidewalk at property line/right- of-way, contact Joel Gray for elevation. A distance is shown on the attached map. Steve asked if more will be added later as time passes. He was answered; this is the totality of the list. Applicant asked about paving to the road being added to the list. Anything that changes use, the property is required to pave or have hard surface to the road anywhere in the City. Dan asked about expanding the road to 3-5 lanes. Joel answers, it is likely the road would be 3 lanes. How far should he pave? He should pave from property line to the house. Steve said the road will come when the weather heats up a little bit more. Steve asked, are we ready to go? Porter answered an application will need to be filled out, plans will be required, and fees will need to be paid. There is a 10-day turnaround. Electrical is roughed in and waiting on insulation and sheetrock. Plumbing contractor will be A-1 Plumbing. Applicant asked about requirements of the lot. Did Planning & Zoning get all those requirements taken care of? Porter said, he understands the project and his questions have been answered. He is not concerned about the project. The driveway could be Y-shaped for access to both parking spaces. City will do what they can to expedite the process.
