Moody Rd. 1. December 20, 2017 Application was received for a Comprehensive Plan Map Amendment to change the parcel from Neighborhood Commercial Mixed Use to Light Industrial for Annexed property and fees were paid. 2. Notice was sent to newspaper on December 20, 2017 to be published on January 2, 2018 and January 16, 2018. 3. January 8, 2018, Staff report was sent to applicant. 4. January 9, 2018 Notices were mailed to adjacent landowners. S. January11, 2018 Notice posted on the property. 6. January 18, 2018 Application was presented at Planning & Zoning by Shalynn Lister. Melanie Davenport asked what types of activities would be included in Light Industrial. Stephen Zollinger said, generally, light industrial allows light assembly and some minor manufacturing. Melanie Davenport clarified these would not cause heavy emissions. Stephen Zollinger said, no. From previous minutes, Steve Oakey talked about the staff report for public works #3 once we have proposed development, is it too eafly to talk about traffic and widening the street? Stephen Zollinget said staff has met with the property owners. The property owners are aware of the City's conditions for development. The area is consistent with the long-term plan. In the future, a complete overhaul of the comprehensive plan for this area, given the changes that have occurred since the comprehensive plan has been updated. Craig Rindlisbacher is Putting together a plan to show the infrastructure for development patterns in this area for the next 10-15 years. The answer to Steve Oakey's question is, the applicant has met multiple tunes with public works and they are confident in fulfilling the development's demands for traffic, water, and sewer. Motion: Recommend to City Council to accept the request as proposed based on the City need for Light Industrial use., Action: Approve, Moved by Steve Oakey, None seconded. Vote: Motion carried by on. Resolution 2018 — 01 Amending Vision 2020 Rexburg Comprehensive Plan Map — 117 007871 to change the Comprehensive Plan Map from Transitional Agriculture One (TAG]) to Light Industrial at approximately 4 West Moody Road in the Impact Area for the City of Rexburg, Madison County, Idaho. City Planner Rindlisbachet explained the land use change at 4 West Moody Road. Light Indmrial fits with the area because of its proximity to existing transportation and utility networks. Light industrial is intended for processing, assembly, manufacturing, storage, warehouse and wholesale distribution. Uses that generate excessive noise, smoke, odor or fumes are excluded from Light Industrial. Council Member Busby asked if a parts pulling business could go in Light Industrial. Planner Rindlisbacher replied that it can go there but must be screened from view. Planner Rindlisbacher indicated that staff feels it makes sense to extend this zone for the rest of the area. That will be forth coming with a Comp of the discussion at this time. The applicant is cPlan update for the entire area but that is not part onfident that they can fulfill the developments demands for water, traffic and sewer including needed improvements to the intersection at 2n° East and Moody Road. Planning and Zoning recommends this change to the land use based on the need for Light Industrial use in the City. Council Member Busby asked for clarification on the improvements that would be needed at the intersection of 2"s East and Moody Road, Planner Rindlisbacher explained that the culvert for the ditch is narrow and may need widened. Council President Smith asked if the neighbors have requested annexation. Planner Rindlisbacber said none have objected but none have asked to be annexed at this time. Council Member Mann is concerned about the visual of the Light Industrial Zone from Highway 20. Moody Rd. 1. January 4, 2018 Application was presented before the Planning & Zoning Commission. Motion: Move to recommend to City Council to approve the applicant's request of annexation at approximately 4 West Moody Road, because the land is adjacent to current city limits. Action: Approve, Moved by Darrlk Partner, None seconded. Vote: Motion carried by unanimous roll call vote (summary: Yea = 10).
