Moody Rd. I. November 8, 2017 Ready team meeting with Bron Lead arn. Bron will talk to the neighbors to see if they want to annex with his parcel. He wants to rezone to light industrial. Annexation will be needed to service the parcel with city sewer and water. Canal is an issue. Comprehensive Plan will need to be changed - currently Ag/Rural. 2. November 30, 2017 Bron Leatham submitted an application to Planning & Zoning for Annexation to the City of Rexburg for a parcel in Rexburg's Impact Area and paid fees. 3. Scheduled for Planning and Zoning meeting January 4, 2018. 4. December 13, 2017, Notice was sent to the Rexburg Standard Journal to publish on December 19, 2017 and January 2, 2018. 5. December 18, 2017 Notice was mailed to adjacent landowners. 6. December 21, 2017, Staff Report was sent to applicant. 7. December 27, 2017 Notice was posted on the property. 8. January 4, 2018 Application was presented before the Planning & Zoning Commission. Craig Rindlisbacher says there is a need to run utilities to the property. They are currently on the east side of the Hegsted property. The utilities would be Mr. Leatham's responsibility to build them out to the parcel? Craig Rindlisbacher understood this is the developer's responsibility. Steve Oakey asked about widening the road as development increases. The frontage is extremely narrow. Craig Rindlisbacher said there have been staff discussions with Bron about the circulation patterns in this area. This will come in the next step for the comprehensive plan map change. Steve Oakey mentioned these details, because there are a few notes on the public works review which talk about street widening. John Sakota's property will be impacted by a road widening. Motion: Move to recommend to City Council to approve the applicant's request of annexation at approximately 4 West Moody Road, because the land is adjacent to current city limits. Action: Approve, Moved by Darrik Farmer, None seconded. Vote: Motion carried by unanimous roll call vote (summary: Yea = 10). Notice was sent to newspaper on December 20, 2017 to be published on January 2, 2018 and January 16, 2018. 3. January 8, 2018, Staff report was sent to applicant 4. January 9, 2018 Notices were mailed to adjacent land owners. 5. January 11, 2018 Notice posted on the property. G. January 18, 2018 Application was presented at Planning & Zoning by Shalynn Lister. Melanie Davenport asked what types of activities would be included in Light Industrial. Stephen Zollinger said, generally, light industrial allows light assembly and some minor manufacturing. Melanie Davenport clarified these would not cause heavy emissions. Stephen Zollinger said, no. From previous minutes, Steve Oakey talked about the staff report for public works #3 once we have proposed development, is it too early to talk about traffic and widening the street? Stephen Zollinger said staff has met with the property owners. The property owners are aware of the City's conditions for development. The area is consistent with the long-term plan. In the future, a complete overhaul of the comprehensive plan for this area, given the Changes that have occurred since the comprehensive plan has been updated. The answer to Steve Oakey's question is, the applicant has met multiple times with public works and they are confident in fulfilling the development's demands for traffic, water, and sewer. Motion: Recommend to City Council to accept the request as proposed based on the City need for Light Industrial use., Action: Approve, Moved by Steve Oakey, None seconded.
