HomeMy WebLinkAboutDESIGN REVIEW MTG 10/10/17 - 18-00034 - 1160 Bond Ave - Dish One Satellite - New Building1 Design Review Committee Meeting Dish One – 1162 Bond Avenue October 10, 2017 – 12:00 pm Attendees Design Review Committee: Brad Wolfe, Bruce Sutherland, Jedd Walker Applicant: Johnny Watson for Dish One City staff: Natalie Powell, Craig Rindlisbacher The Design Review Committee is composed of a P&Z Commissioner (Bruce Sutherland), a City Council member (Brad Wolfe) or the Mayor, and a professional from the community (Jedd Walker). Several other individuals serve on the committee as necessary. The Committee may meet if there is a development issue that is non-conforming or differs from the Design Standards requirements that are stated in the City of Rexburg Development Code Ordinance No. 1115. The purpose of the Design Review Committee meeting is often to reach an amicable compromise for the applicant and the community. The subject property is on 1162 Bond Avenue and is zoned Community Business Center. The reason for holding this Design Review Committee meeting is as follows: From Development Code Ordinance No. 1115, Supplementary Regulations, Section 4.13b.v.: iv. Design Standards 1. Aesthetic Character a. Facades and Exterior Walls INTENT: Facades should be articulated to reduce the massive scale and the uniform, impersonal appearances of commercial buildings and provide visual interest that will be consistent with the community’s identity, character, and scale. The intent is to encourage a more human scale that residents will be able to identify with their Community. The resulting scale will ensure a greater likelihood of reuse of structure by subsequent tenants. STANDARD: Developments with façade over 100 feet in linear length shall incorporate wall projections or recesses a minimum of 2-foot depth and a minimum of 20 contiguous feet within each 100 feet of façade length that is visible from a city street, public way, or any facility or parking lot used by the general public and shall extend over 20 percent of the façade. Developments shall use animating features such as arcades, display windows, entry areas, or awnings along at least 60 percent of the façade. Approval of what is planned can come from this Design Review Committee. North end shall be a tenant space to sell at some time. The gym is part of Dish One’s recruitment. Dish One Satellite is a door-to-door sales company. Scott Tallman is the builder on the project. He does some high-end residential and some commercial. The building will go on three lots to make an L-shaped lot next to JRW. The building is oriented toward Bond Avenue. Customer parking is in the front. Some parking is also set aside for the North tenant space. The place in question is the white gymnasium space, which is 125’ without any wall projections or recesses. Jed says the intent of the code is filled. Bruce asked about the different of colors which show change of materials. This was affirmed. Bruce suggests the plantings out in front to help break up the space. Architecturally, the entrance to the building would be in the gray area. The window spacings have not be identified. The roof is low-pitch west to east. The façade is visually appealing. The board approves the project.
