Dallin Saurey of Rexburg has some issues with the up-keep of the Nature Park. There was an injured Canadian goose that had a bad wing. Citizens had been feeding it. There was a dead
bird on the path. He understands that the parks department is busy but maybe they need to hire more staff. The leafy spurge is also running wild at the nature park and needs to be
taken care of.
Presentations:
New Employee - Introduce the new Marketing Coordinator – Jon Faldmo
Council President Smith had Jon introduce himself. He is from California and has lived here for 2 ½ years. He likes Rexburg and he enjoys marketing so he is happy to be the new Marketing
Coordinator for the City of Rexburg.
Staff Reports:
Finance – Matt Nielson
Financial Officer Nielson reviewed the new fee recommendations. He showed his presentation on the overhead screen and reviewed the various fee changes for each department.
Building Department:
Update some fees to match minimum base charges
Update some fees to match software field limits
Delete several fees that are covered with the general inspection of $65/Hour
Engineering:
Update professional engineering labor per man hour from $85 to $95
Fee used for site plan review
Golf:
Add revenues that will shift from contractor to Owners (City/County Courses)
Leave range, club rental, and pull cart fees the same
Increase cart fee per rider per 9 hole
Increase from $6.50 to $7.25
Still cheaper than the average cost in our area
Add trail fee for those that bring their own carts
50% of regular cart rental price
Increase CC convenience fee to cover actual costs
New rate of 3.5%
Planning and Zoning:
Discontinue deposit practice for sign permits
Increase sign permit fees to more closely match costs to administer
Delete fees that are duplicated in other areas
Parks:
Create new fee of $10/hr. for designated park field rental
We do not plan to use this fee at this time
Will continue current practice to allow fields to be scheduled for free
Would like this fee in place in the future if scheduling conflicts begin to occur
Police:
Update Animal Control Facility fees
Some increases due to increased costs of veterinarian services
Some increases to match veterinarian fees, so we are not competing and taking business
Added verbiage to some fees for clarification
Addition of new fees
Intake fees
Impound Fees
Update verbiage on records request fees
Rexburg Rapids:
Simplify Pricing to one rate
No longer have daytime and evening rate
Will offer BOGO pricing on Monday & Friday nights
Increase daily admission rates
Helps offset loss of slide revenue
To decrease projected operating loss in future
Will give discount to 52% of patrons that normally purchased a slide pass
Will increase cost for 48% of our patrons who did not normally purchase a slide pass
Increase non-swimmer rate from $2.50 to $5.00 to match Senior/Veteran rate
Discontinue slide pass fee
Eliminates wristbands and speeds up check-in process
Simplifies punch pass choices
Discontinue other Evening Group fees not being utilized
Increase Exclusive & Non-Exclusive rates
Increase Punch Pass and Season pass rates
Increase class rates and swim club rates
Tabernacle:
No change in rental rates, but changes allowed time for event
Change the verbiage of “1 Day Event” rates to “Up to 4 hours”
This would allow us to schedule multiple events in a day
Wastewater:
Deletes a duplicate fee
Clarifies the Sewer Septic Service Fee
Charge would be based on tank size rather than gallons dumped
No change to current rate of $.12 per gallon
We have no way to meter gallons dumped
Ordinance and contracts signed by customer already state that it is based on tank size
No change to the $30 minimum charge
Officer Nelson showed the website with the list of fees. It is available to the public by going to http://www.rexburg.org/pages/fee_list.php .
Officer Nelson asked City Council for a motion to set the public hearing to approve the proposed new fees list for March 7th, 2018 at 7:00 p.m.

Officer Nielson reviewed two budget adjustments that need City Council approval. One for the Fire Department to replace some air packs. The self-contained breathing apparatuses that
the fire department uses are about 25 years old and are now hard to get parts for. They have applied for a grant for the past three years but have not been awarded a grant. The funds
are available because of the wild land trailer revenue.
The second budget adjustment is for the Parks Department. They would like to have $25,000 of the High Five Grant go into the parks and trails study. The County is also contributing
$10,000 toward the trails study.
Council Member Mann moved to approve the budget adjustments for the Fire Department and the Parks Department; Council Member Wolfe seconded the motion; Council President Smith asked

Council Member Busby asked about the revenue from fighting fires and how long that takes to receive payment. Officer Nelson said it takes a while. They do not get the final billings
in until late fall. For this year, they have billed out about $600,000 and have collected all but $40,000 of that.
Council Member Flora sked about the jump in the parks and trails study from $50,000 to $75,000. Officer Nelson said they broadened the scope a little but mainly because that is how
the bids came in. Their best guess was $50,000 but that was low.
Public Works and Engineering: - Keith Davidson
Award bid for “Summerfield Lift Station” ww-02-18
Director Davidson reviewed the bids for the Summerfield Lift Station. Zollinger Construction came in with the low bid of $135,000.00. Director Davidson asked for Council approval to
award the bid to Zollinger Construction.

Award bid for Second South Sewer Line
Director Davidson reviewed the bids for the Second South Sewer Line project. 3H Construction came in with the low bid of $56,359.00. He asked Council for approval to award the bid
to 3H Construction.

Council Member Busby asked about the “tree” streets where the water line was replaced; those roads are in bad shape and in need of repair. He would like to prioritize the road repair
needs. Director Davidson agrees.
Council Member Busby asked about some boring that was done on Second East that has now collapsed. Director Davidson indicated that they are getting in touch with that company.
Council President Smith asked about anything that needs addressed before their spring drive around. Director Davidson indicated that they do already have their road construction projects
slated for this year but if there is anything else the City Council would like to look at, he would be willing to do that.
Community Development:
New Construction Report – Bret Stoddard
Building Development Manager Stoddard reviewed the Building Valuation Report for January.
Project value for January was $11,775,605.95 with Eden Apartments being the largest part of that.
Manager Stoddard showed a power point on the overhead screen that explains the new public portal for building permits and the benefits of having all permits submitted digitally. There
are 9 out of 24 permit types active on the public portal. Contractors will now be able to submit their permit applications digitally and pay online. This new system will stream line
the permit process, making it faster and more accurate. The applicant will have access to it so they can follow their application through the process.
Council Member Flora asked what the turn around time is for approval. Manager Stoddard indicated that on average about 10 days but they are trying to do better than that and they are
faster in some cases.
Council President Smith asked if applicants will just go to the portal now instead of coming in. Manager Stoddard said yes but the Building Department will help the applicant with
the process as needed.
Mayor’s Report:
Proclamation #2018-01 - Kimber Ricks Week
Council President Smith welcomed newly retired County Commissioner, Kimber Ricks to the meeting and read the proclamation declaring Kimber Ricks week.
The audience gave Kimber Ricks a standing ovation.

Council President Smith turned some time over to Brett Sampson to give the BYU-I Winter Enrollment numbers
BYU-I Winter Enrollment numbers – Brett Sampson
Brett Sampson reported that the BYU-I enrollment numbers for Winter Semester 2018 came to 18,689, which is an increase of 3.5 percent over last winter. He added that 52.3 percent are
male students and 47.7 are female students with 26.2 percent married and 59.1 percent returned missionaries.
Council Member Flora asked if they know how many of the married students are enrolled with their spouse. Mr. Sampson said they can track that but it would show all students enrolled,
not just the ones living in Rexburg.
Public Hearings:

Shaylin Lister from St. Anthony represents Bron Leatham and Leatham Legacy and they are asking for annexation of their 26 acre parcel into the City.

Council Member Mann commented that this looks like a great plan with no opposition.

Items for Consideration:
Resolution 2018 – 01 Amending Vision 2020 Rexburg Comprehensive Plan Map – (#17 00787) to change the Comprehensive Plan Map from Transitional Agriculture One (TAG1) to Light Industrial
at approximately 4 West Moody Road in the Impact Area for the City of Rexburg, Madison County, Idaho.
City Planner Rindlisbacher explained the land use change at 4 West Moody Road. Light Indutrial fits with the area because of its proximity to existing transportation and utility networks.
Light industrial is intended for processing, assembly, manufacturing, storage, warehouse and wholesale distribution. Uses that generate excessive noise, smoke, odor or fumes are
excluded from Light Industrial.
Council Member Busby asked if a parts pulling business could go in Light Industrial. Planner Rindlisbacher replied that it can go there but must be screened from view.
Planner Rindlisbacher indicated that staff feels it makes sense to extend this zone for the rest of the area. That will be forth coming with a Comp Plan update for the entire area but
that is not part of the discussion at this time. The applicant is confident that they can fulfill the developments demands for water, traffic and sewer including needed improvements
to the intersection at 2nd East
and Moody Road. Planning and Zoning recommends this change to the land use based on the need for Light Industrial use in the City.
Council Member Busby asked for clarification on the improvements that would be needed at the intersection of 2nd East and Moody Road. Planner Rindlisbacher explained that the culvert
for the ditch is narrow and may need widened.
Council President Smith asked if the neighbors have requested annexation. Planner Rindlisbacher said none have objected but none have asked to be annexed at this time.
Council Member Mann is concerned about the visual of the Light Industrial Zone from Highway 20. He hopes the developer will keep that in mind.

Resolution 2018 – 02 Amending Vision 2020 Rexburg Comprehensive Plan Map - (#17 00772) to change the Comprehensive Plan Map from Neighborhood Commercial Mixed Use to Moderate–High
Density Residential for 248 West 3rd South in the City of Rexburg, Madison County, Idaho.
City Planner Rindlisbacher reviewed the requested changes and where it is located. The Planning & Zoning Commission recommends this change.
Council Member Flora moved to approve Resolution 2018-02 – Amending Vision 2020 Rexburg Comprehensive Plan Map – (#17 00772) to change the Comprehensive Plan Map from Neighborhood Commercial
Mixed Use to Moderate–High Density Residential for 248 West 3rd South in City of Rexburg, Madison County, Idaho; Council Member Wolfe seconded the motion; Council President Smith asked

Conditional Use Permit (#18 00006) to allow a parking reduction through the use of the Pedestrian Emphasis District (PED), per the Rexburg Development Code. The zoning for the property
is High Density Residential One (HDR1). The said parcel is located at 486 South 3rd West in Rexburg, Madison County, Idaho.
Attorney Stephen Zollinger explained the reason for this request. Originally the applicant was going to use the bottom floor for storage but decided to make it living units instead
and therefore would need more parking spaces so he is requesting a Conditional Use Permit for reduced parking.
Council Member Smith asked how many parking spaces it ended up being reduced by. Attorney Zollinger said about 3 ½ spaces.
Council Member Busby moved to approve Conditional Use Permit (#18 00006) to allow a parking reduction through the use of the Pedestrian Emphasis District (PED), per the Rexburg Development

Ordinance 1179 – Raising the minimum age to buy Tobacco Products in Rexburg from 18 to 21 – MYAB
Council Member Busby commented that this bill is coming forward in the senate. He would like to table this until the legislative session is over to see what they do.
Council Member Flora said that she is in support of this Ordinance. She would like the community to voice their opinion to the legislators. Busby thinks they should table it and then
garner support.
Council Member Mann feels they should approve this ordinance with a July or August effective date so that if it doesn’t pass the state and therefore, the county, they can reconsider
later. He feels this is the movement of history and the way the state and country are going. He likes the fact that the City of Rexburg is taking the lead and that this came from
the youth of the community.
Council Member Wolfe is unsure why they would wait; if the state doesn’t pass it, are they not going to pass it?
Council Member Busby would just like to see what happens. The county is giving mixed signals and if they don’t pass it, it would cause problems.
Council Member Busby motioned to table Ordinance 1179 until later. There was no second.
Council President Smith said without a second she would entertain another motion.
Council Member Mann moved to approve and consider third read Ordinance 1179 – Raising the minimum age to buy Tobacco Products in Rexburg from 18 to 21 with a start date of July 15,
2018; Council Member Flora seconded the motion; Council President Smith asked for a vote:
Council Member Busby asked if the county doesn’t pass it do we still hold to it. Council Member Mann said if the county and the state and the rest of the counties don’t approve it,
he will rescind his decision.
Council Member Busby asked Attorney Zollinger if the state passes it will that automatically apply to the city. Attorney Zollinger said yes.
