AN ORDINANCE AMENDING ORDINANCE NO. 930, WHICH ORDINANCE
AMENDED ORDINANCE 800. PROVIDING FOR THE ESTABLISHMENT OF
NEW LOCAL LIMITS FOR SPECIFIC DISCHARGES, REPLACING THE
PROVISIONS OF THE ORDINANCE DEALING WITH SEPTIC TANK
WASTES, AND PROVIDING NEW PROVISIONS FOR A SURCHARGE ON
THE DISCHARGE OF EXCESSIVE STRENGTH WASTEWATER FLOWS
INTO THE CITY OF REXBURG'S WASTEWATER SYSTEM.
Section 2.4 "Local Limits", shall be deleted and replaced with the following:
The following pollutant limits are established to protect against the possible pass
through of certain pollutants and operational interference of the treatment process. No
person shall discharge wastewater containing in excess of the following daily maximum
allowable discharge limits:
Arsenic
0.477 mg/l.
Cadmium
0.26 mg/1.
Chromium
1.7100 mg/1.
Copper2.07 mg/l.
Cyanide T
0.33 mg/l.
Lead
0.32 mg/l.
Mercury
0.0041 mg/l.
Nickel
3.98 mg/l.
Oil & Grease
125 mg/l. (petroleum and vegetable based)
Silver
0.35 mg/l.
Zinc
1.69 mg/l.
PH
>5.0or<9.0
The above limits apply at the point where the wastewater is discharged to the
POTW (end of the pipe). All concentrations for metallic substances are for "total' metal
unless indicated other wise. The Superintendent may impose mass limitations in addition
to (or in place of) the concentration -based limitations above. Where a user is subject to a
categorical pretreatment standard and a local limit for a given pollutant, the more
stringent limit or applicable pretreatment standard shall apply.
Section 2.12 "Septic Tank Wastes", shall be deleted and replaced with the
following:
A. Septic tank waste may be introduced into the POTW only at
locations established by the Superintendent. Such wastes shall not violate any
Section of this ordinance or any other requirements established or adopted by the
City. Any/All septage haulers shall seek prior approval before dumping any
waste into the city's system, as set forth in this SEWER USE ORDINANCE #800,
and its requirements.
B. Septage haulers may only discharge loads at locations specifically
designated by the POTW. The POTW staff may collect samples of each hauled
load to ensure compliance with applicable pretreatment standards. The POTW
staff may require the hauler to provide an analysis of any load prior to discharge.
C. Septage haulers must provide a waste -tracking form for every load.
This form shall include, at a minimum, the name and address of the waste hauler,
Health Department permit number, truck identification, sources of waste, volume
and characteristics of the waste.
D. Fees for treating hauled wastes are $ 15.00 per 1000 gallons
dumped. The City may increase these fees if it has been deemed necessary.

Section 12.4 "Excessive Strength Discharges", Add the following new Section
12.4 "Surcharge on Excessive Strength Discharge":
Wastewater discharges into the City's POTW that have an excessive strength of
BOD or Total Suspended (TSS) shall be assessed a surcharge for the concentration of
BOD and TSS above 200 mg/l.
EXAMPLE:
A wastewater flow of 10,000 gallons/day having 800 mg/1 of BOD, the "excessive
strength" quantity of BOD would be: 10,000 gal/day x (800 - 200 mg/1) x the number of
days the sample represents x 8.34 lb/gal divided by 1,000,000 gal. The amount of
excessive BOD for one day would be 10,000 x 600 x 8.34 / 1,000,000 or 50 pounds of
BOD/day.
The surcharge costs for excessive strength wastes are set at:
BOD $0.36 per pound
TSS $0.18 per pound
All discharges into the City's POTW with BOD and TSS strength in excess of 200
mg/l. will be assessed a surcharge costs as established by testing, and as established in
any Industrial User Agreements.
