Introduce and Swear in two (2) new Police Officers – Police Chief Shane Turman Mayor Merrill asked City Attorney Zollinger to administer the Oath of Office to Robert Cobb and Michael Erickson. City Attorney Zollinger indicated Robert Cobb will start as a full time police officer and Michael Erickson will start as a reserve officer. He administered the Oath of Office to the new police officers. B. Introduce Brandy Davis as the new Public Works Administrative Assistant – Keith Davidson Brandy Davis the new Public Works Administrative Assistant introduced herself. She started working for the city of Rexburg this week. She was born in Idaho Falls and has been a resident of Madison and Fremont counties for most of her life. She grew up in the Lyman area and graduated from Madison High school; she later attended and graduated from ISU. She now resides in St. Anthony with her husband and 3-year-old son. She enjoys crafting and most outdoor activities, especially being in her garden as well as anything that involves her family and friends. She truly enjoys working and being a part of a team and hopes to become an essential asset for the city. Staff Reports: A. A/V Proposals (Audio/Video) for the City Council Room - The typical integration project today is a combination of several technologies, bringing together audio/video, automation, lighting control and networking into the same base environment. Today’s AV systems integrators need to understand how these diverse technologies can work together to create a cohesive, easy to use system for their clients. Todd M. Smith Chief Information Officer Chief Information Officer Smith reported on the request for proposal from the different vendors. He reviewed phase 4 of the Council Chambers Sound System summary. Chief Information Officer Smith indicated the total cost to upgrade the sound system is about $34,000.00. There is $15,000.00 already budgeted and the remaining $19,000.00 will come for the contingency fund as a budget adjustment item. 3 Council Member Busby explained the audio installed at the Madison High School Gymnasium was installed at a much lower price. He questioned if the proposals were quoted at a higher price because the sound system is for a government entity. Council Member Wolfe questioned if the upgrade process could be broken down into phases to help with costs up front. Chief Information Officer Smith replied this part of the upgrade could be considered the first phase because it represents the bare minimum. Council Member Mann said he is in favor of upgrading the Audio/Video system for the City Council Room. He would like to eventually see live video streaming of the City Council Meetings. Council Member Busby indicated he would like to see what other government entities have paid for their audio systems. Council Member Busby moved to approve the proposal for the Audio/Video system upgrade for the City Council Chambers and the budget adjustment of $19,000.00 from the contingency fund; Council Member Flora seconded the motion; Mayor Merrill asked for a vote: Those voting aye Those voting nay Council Member Flora None Council Member Mann Council Member Wolf Council Member Busby Council Member Walker The motion carried B. Public Works and Engineering: - Keith Davidson Public Works Director Davidson reviewed the proposed changes for the North and South Interchanges. The Idaho Transportation Department proposed five different scenarios for traffic solutions at the two interchanges. 4 Council Member Mann mentioned he has concerns with traffic at these interchanges especially with the future growth that will take place near these locations. Public Works Director Davidson reported Ricks Avenue has been paved. They are working on the curb on 5th South and 4th West. Council Member Busby asked about the work being done near the World Gym location. Public Works Director explained it’s the Juniper Sand Development. Rocky Mountain Power has been working at this location. They are relocating faulty underground utility lines. Public Works Director Davidson explained two of the screw presses at the Wastewater Treatment Plant need to be overhauled. They will both need to be rebuilt. The screw presses are used to thicken and de- water the bio-solids. The cost to overhaul both presses will be about $52,000.00. Council Member Flora questioned the age of the screw presses. Public Works Director Davidson said the life of the presses is about five years. City Council indicated the cost for the presses needs to be budgeted. Council Member Wolfe asked how long it will take to rebuild the screw presses. Public Works Director Davidson replied they have reached out to other cities and engineer firms to see how long it would take to overhaul them. They indicated it could take several weeks. Council Member Busby asked if the city crew were to rebuild the presses, how much money would the city save. Public Works Director Davidson replied the city would save about $10,000.00; however, the presses would need to be rebuilt correctly in order for them to work properly. The city crew doesn’t have experience in rebuilding these types of presses. Council Member Wolfe moved to approve the budget adjustment to overhaul the screw presses at the Wastewater Treatment Plant; Council Member Busby seconded the motion; Mayor Merrill asked for a vote: 5 Those voting aye Those voting nay Council Member Flora None Council Member Mann Council Member Wolfe Council Member Busby Council Member Walker The motion carried C. Community Development: 1. New Construction Report – Bret Stoddard Building Deparment Manager Stoddard reviewed the Building Valuation Report. Mayor’s Report: Mayor Merrill reported Donna Benfield has resigned as a member of the Rexburg City Council Mayor Merrill expressed his appreciation for the service Mrs. Benfield rendered to the City of Rexburg by serving on the City Council and as the Chamber of Commerce Executive Director. She has been an asset to the city. Council Member Busby moved to ratify the appointment of Mikel Walker as a member of the Rexburg City Council; Council Member Mann seconded the motion; Mayor Merrill asked for a vote: Those voting aye Those voting nay Council Member Flora None Council Member Mann Council Member Wolfe Council Member Busby Council Member Walker The motion carried City Clerk Kay adminsitered the oath of office to new City Council Member Mikel Walker 6 Council Member Busby expressed his appreciation for the many years Donna Bennfield served as a Council Member. He suggested a get-together be planned to thank Mrs. Benfield for her years of service to the city. Mayor Merrill reported he has been participating in the Mayor’s Challenge Walkathon “ Walktober”at the elementry schools in Rexburg. He is happy to report he meet the challenge to walk 10,000 steps everyday for the month of October. The Blue Cross Foundation is the sponsor of the $1,000.00 granted that will be awared to the city for completing the Walkathon Challenge. Mayor Merrill reported on the Startup Weekend Event; it was great! There were about 40 participants. This event is a way for the City’s Economic Development Department to encourage entrepreneurship in the city. Public Hearings: – NONE Items for Consideration: A. Resolution 2017 - 12 City Hall Sponsored Comprehensive Plan Map Change (#17 00576) to change the Comprehensive Plan Map from Neighborhood Commercial Mixed Use to Moderate –High Density Residential for East half of Block 50 of the original Rexburg town site and Block 1 Lot 1 of the Parker addition or approximately 150 S. 2nd E. in the City of Rexburg, Madison County, Idaho. City Planner Craig Rindlesbacher reviewed the Comprehensive Plan Map Change at approximately 150 S. 2nd E. from Neighborhood Commercial to Moderate-High Residential. The site map was reviewed on the overhead screen. Discussion: 7 Council Member Flora moved to approve Resolution 2017-12 to change the Comprehensive Plan Map from Neighborhood Commercial Mixed Use to Moderate –High Density Residential for East half of Block 50 of the original Rexburg town site and Block 1 Lot 1 of the Parker addition or approximately 150 S. 2nd E.; Council Member Wolfe seconded the motion; Mayor Merrill asked for a vote: Those voting aye Those voting nay Council Member Flora None Council Member Mann Council Member Wolfe Council Member Busby Council Member Walker The motion carried City Planner Rindlesbacher gave a heads up to City Council on several joint meetings. The first is a work meeting with Planning and Zoning on November 29th. There is also a workshop scheduled on November 7th on healthy communities. The Blue Cross of Idaho Foundation has connected the city with Mark Fenton. He is an expert in promoting healthy communities and community design. B. Resolution 2017 – 13 City Council policy on Main Street Banners sponsored by the City of Rexburg – Blair Kay Discussion: City Clerk Kay explained the reason for the proposed resolution regarding the advertisements across State Highway 33.
