General Comments
Staff recommends that this Comprehensive Map change be considered. The requested request falls within the
Pedestrian Emphasis District (PED). The primary objective of the (PED) is to increase density within walking
distances of the University and Downtown. The The Planning and Zoning Commission should take testimony in
the public hearing to determine if this change to the comprehensive plan map will be in the best interest of the
community and then make recommendation to the City Council.
There is existing similar use on this block and to the east. However,there is single family residential to the
southeast.
The 2nd East right-of-way makes for a buffer for the single family area described above. A change from comp
plan Neighborhood Commercial Mixed Use to Moderate to High Residential Residential would have less impact on
any existing single family residential. A residential use along this segment of the 2nd East corridor better fits the
character of the surrounding neighborhoods.
There was a large dormitory project constructed recently across the 2nd East Right-Of-Way directly to the east
of the requested comp change.

Access will need to be off of 1st South.
All Storm drainage will have to be detained on site and metered out into the City's storm drain system
The future development will determine if a traffic impact study will be needed.
