1. September 12, 2017, An application was brought before the Strategic Planning meeting concerning a
previous parcel that has come up for land use changes. After meeting with this applicant, and discussing
with staff the intent for this area, it was decided the City would change the comprehensive plan for an entire
area within the city of Rexburg under the direction of City Council.
2. September 19, 2017, An application was received for a Comprehensive Plan Map Change for the east half of
Block 50 was received by the Planning & Zoning department.
3. September 26, 2017, a notice request was sent to the local newspaper.
4. October 4, 2017, notices to surrounding neighbors were mailed.
5. September 26`h and October 13`h , notice of hearing was published in the newspaper, Rexburg Standard
journal.
6. October 10, 2017, notice was posted on the property.
7. October 19, 2017, 6:3512.m. Comprehensive Plan Change - (#17 00576) to change the Comprehensive Plan Map
from Neighborhood Commercial Mixed Use to Moderate -High Density Residential for East half of Block 50 of the

items 8b and 8c.
8b. The amendment advances the goals and policies of the comprehensive plan by achieving infill, generating activity in
an area adjacent to downtown, and accommodating population growth of the BYU-Idaho campus.
8c. The development replacessprawl on the edge of the community. Itpromotes economicgrowth in the center of the
commuuity. And, it takes advantage of existing infrastructure.
Melanie Davenport seconded the motion.
8. City Planner Craig Rindlesbacher reviewed the Comprehensive Plan Map Change at approximately 150
S. 2'd E. from Neighborhood Commercial to Moderate -High Residential. The site map was reviewed on the
overhead screen.
Council Member Flora moved to approve Resolution 2017-12 to change the Comprehensive Plan Map
from Neighborhood Commercial Mixed Use to Moderate —High Density Residential for East half of Block
50 of the original Rexburg town site and Block 1 Lot 1 of the Parker addition or approximately 150 S. 2"d E.;

Process of Comprehensive Plan Amendment
1. Complete application is received and fees are paid.
2. Documents are transmitted to staff for review.
3. Proposal is placed on internal Strategic Development meeting for staff taking place Tuesdays at 4p.m.
4. Planning and Zoning Commission meeting is scheduled.
5. Notification is mailed to landowners within 300' 15 days before hearing.

RESOLUTION FOR AMENDING
VISION 2020 REXBURG COMPREHENSIVE PLAN MAP
Resolution 2017 - 12
WHEREAS, on the 1st day of November. 2017, the City Council for the City of
Rexburg was duly convened upon notice properly given and a quorum was duly noted; and
WHEREAS, in a Rexburg Planning and Zoning Commission meeting on the 19'
day of October, 2017, the Planning and Zoning Commission held a public hearing, taking
public comment for and against the proposal to amend the Comprehensive Plan Map. The
public hearing ended with a unanimous vote to recommend the proposed Comprehensive
Plan Map change to City Council, and
WHEREAS, in a subsequent City Council meeting on the 1" of November, 2017,
the City Council reviewed the findings from the Planning and Zoning Commission's Public
Hearing held on the 19' of October, 2017; and
WHEREAS, a comprehensive plan is a living document; an ongoing planning
participation effort by the citizens of the community is encouraged to ensure changing
conditions meet the needs of the community; and
WHEREAS, proposed changes to comprehensive plan map can change land use
designations; and
WHEREAS, the following approved Land Use designation changes to the
Comprehensive Plan Map from Neighborhood Commercial Mixed Use to Moderate — High
Density Residential for East half of Block 50 of the original Rexburg Town site and Block 1
Lot 1 of the Parker addition or approximately 150 S 2"d E, in the City of Rexburg, Madison
County, Idaho and more particularly described as follows:

Block 50 of the original Rexburg Town site and Block 1 Lot 1 of the Parker addition in the
City of Rexburg, Madison County, Idaho.
WHEREAS, the changes shown on the Comprehensive Plan Map dated the l' of
November, 2017 have been approved by the City Council;
NOW THEREFORE, by resolution duly adopted on the date first above written,
be it resolved by the Mayor and the City Council the following:
The City of Rexburg does hereby accept and adopt the said Comprehensive Plan Map Land
Use Designations in the City ofResburg Vision 2020 Comprehensive plan.

RECOMMENDATION:
Staff recommends that this Comprehensive Map change be considered. The requested request falls within the
Pedestrian Emphasis District (PED). The primary objective of the (PED) is to increase density within walking
distances of the University and Downtown. The Planning and Zoning Commission should take testimony in the
public hearing to determine if this change to the comprehensive plan map will be in the best interest of the
community and then make recommendation to the City Council.
STAFF REVIEWS:
GIS
1. The boundary fits within the block, but doesn't align with the parcels.
Planning
1. There is existing similar use on this block and to the east. However, there is single family residential to
the southeast.
2. The 2nd East right-of-way makes for a buffer for the single family area described above. A change from
comp plan Neighborhood Commercial Mixed Use to Moderate to High Residential Residential would
have less impact on any existing single family residential. A residential use along this segment of the 2nd
East corridor better fits the character of the surrounding neighborhoods.
3. There was a large dormitory project constructed recently across the 2nd East Right -Of -Way directly to
the east of the requested comp change.
Public Works
1. Access will need to be off of 1st South.
2. All Storm drainage will have to be detained on site and metered out into the City's storm drain system
3. The future development will determine if a traffic impact study will be needed.
